Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the scope of work for the FY'26 Hazardous Tree Removal project within Lassen Volcanic National Park (LAVO).

• Hazard Tree Removal: Felling and flush-cutting of identified hazard trees to mitigate threats to visitor areas and park infrastructure.
• Material Hauling: Removal of all resulting material, including logs, brush, and chips.
• Stump Treatment: Immediate stump treatment with a borate fungicide (Cellu-Treat or Sporax) for conifer stumps within 24 hours of felling, specifically in the Manzanita Lake Campgrounds location.
• Locations: Work will be performed in multiple locations across LAVO, including Manzanita Lake Campgrounds and Day-Use Areas, Butte Lake Campgrounds, Lost Creek Campgrounds, Volcano Adventure Camp, Summit Lake North and South Campgrounds, the Mineral Headquarters Area, and the Mineral Ballfield.
• Tree Identification: Specific trees for removal are marked in the field with blue paint and listed in the attached bid schedule.

Work is to be performed between contract award and June 12, 2026. Some locations have a critical completion deadline before Memorial Day Weekend campground openings.

• Performance Period: Award to June 12, 2026.

• Locations: Lassen Volcanic National Park (LAVO), with specific areas detailed including campgrounds, day-use areas, and administrative sites.

• Arborist Certification: All work must be performed under the direct supervision of an ISA-certified arborist.

• Environmental Protection: High level of protection for natural and cultural resources is required. Vehicle access off pavement requires prior approval.

• Safety: Adherence to OSHA regulations, provision of adequate Personal Protective Equipment (PPE), and maintenance of a first aid kit on-site are mandatory. A safety plan must be submitted.

• Work Hours: Work is generally limited to weekdays, 8 a.m. to 4:30 p.m., unless otherwise approved.

• Traffic Control: Operations must minimize inconvenience to residents and park staff. Area closures may be permitted with advance notice and approval.

• Soil/Site Disturbance: Use of premises is limited to developed areas, typically paved surfaces. Temporary barriers are required to protect existing trees and plants. Damaged areas must be restored.

• Permits: Contractor must obtain all necessary permits.

• Equipment: All equipment must be free of soil, seeds, and vegetative matter. Spark arrestors are required on saws.

• Fire Prevention: Specific equipment must be available near cutting operations during moderate or greater fire danger. Smoking and campfires are prohibited in most areas.

• Artifacts/Remains: Any discovered artifacts or human remains must be left in place, and the COR or Park Cultural Resources Specialist must be notified immediately.

• Watchman: A designated watchman must warn the public of hazards and keep them at least 100 feet from felling operations.

Solicitation / RFP / RFQ

This solicitation is for the removal of hazard trees at Lassen Volcanic National Park, Shasta County, CA. The National Park Service (NPS) requires a contractor to provide all supervision, labor, equipment, testing, and supplies necessary for this project.

• Removal of hazard trees.

• Submission Method: Quotes must be submitted via email to brenda_lewis@nps.gov.

• Submission Deadline: As specified in Block 8 of the SF 1449 (April 21, 2026, 1700 local time).

• Evaluation Factors: Award will be made based on simplified acquisition procedures, considering price and other factors, with the most advantageous quotation to the Government being selected. Evaluation factors include Price, Technical Acceptability, Technical Approach, Relevant Experience, Schedule, and Past Performance.

• Quoters are urged to title electronic quote documents using short, clear, and consistent naming conventions and use Adobe PDF as the preferred file format.

• This acquisition is a Total Small Business Set-Aside. Only small business concerns are eligible to submit quotations.

• A site visit is scheduled for Thursday, April 16, 2026, at Manzanita Lake Campgrounds. RSVP to Brenda Lewis.

• Offerors must be registered in the System for Award Management (SAM).
