Scope of Work
The contractor will primarily manage the end-to-end process of hazardous and non-hazardous waste, including pre-removal, removal, and post-removal phases. This encompasses removal, transportation, treatment, recycling, and disposal. Additional services may include provision of supplies, sampling and analytical services, equipment rental, overpacking/loose-packing, lab packing, industrial cleaning, and removal of appliances containing ozone-depleting substances (ODS). Excluded wastes are infectious/biohazardous medical, controlled pharmaceutical, radioactive, and Materials Potentially Presenting an Explosive Hazard (MPPEH). All operations must strictly comply with Host Nation (HN) and European Union (EU) standards, laws, and regulations, including ADR and IMDG codes.

Submission & Evaluation
Proposals must be submitted electronically via email to raymond.empie@dla.mil and Hazardouscontracts@dla.mil. The email size limit is 5MB per message, with multiple messages numbered sequentially. Proposals must be structured into two volumes: Volume I: Proposal Certifications and Price Schedule and Volume II: Past Performance Information. Pricing must be provided for each CLIN, with no zero unit pricing.
Evaluation will follow a Best Value Trade-off Process, where Past Performance is significantly more important than Price. Past performance will be assessed based on recency (within the last 2 years), relevance (scope, magnitude, complexity), and quality, using a Performance Confidence Assessment. Offerors must provide Past Performance Information (PPI) for up to three contracts, with references completing a PPI questionnaire (Attachment 7). Price will be evaluated for reasonableness. Options will be evaluated by adding the total price for all options to the basic requirement, plus an additional 20% of the last priced performance period for potential FAR 52.217-8 exercise.
Special Requirements
Contractor personnel must be qualified, trained (including HAZWOPER and ADR), and proficient in English, with a Contract Manager and alternate required. Personnel will need Common Access Cards (CACs) and must comply with installation security protocols. Strict documentation requirements include manifests, certificates of disposal/destruction/recycling, and monthly/annual waste reports. Contractors must provide a Spill Contingency Plan and be equipped to handle small spills. Treatment of hazardous waste on U.S. military installations is not permitted.
