• Site Visit: A site visit is not anticipated for this requirement. The scope of work is limited to support services inside the warehouse, and therefore, a site visit would not provide any additional meaningful information to potential quoters.

No impact on solicitation requirements or due dates is indicated by this clarification.

Solicitation / RFP / RFQ

This solicitation seeks proposals for non-personal staging operations services at the G4 Miesau Storage Facility. The North American Industry Classification System (NAICS) code is 541614, with a size standard of $19 million.

• Provision of non-personal staging operations services in accordance with a Performance Work Statement (PWS).

• Services to be performed at Miseau Army Depot USAREUR-AF G4 LAD Staging Facility Bldg 1426, Bahnofstr 78, Bruchmuehlbach-Miesau 66892, Germany.

• Specific requirements include professional licenses, certifications, and permits for proposed personnel, including resumes/CVs, forklift certifications, and GCCS-A certificates for staging facility operations personnel.

• Offerors must also demonstrate a minimum of three (3) years of "relevant" experience within the last five (5) years, specifically in providing Warehouse Support Services with a magnitude of effort of at least $100,000 annually for three of the past five years.

• Pricing Arrangement: Firm Fixed Price.

• Period of Performance:

  • Base Year: 11 May 2026 to 10 May 2027
  • Option Year 1: 11 May 2027 to 10 May 2028
  • Option Year 2: 11 May 2028 to 10 May 2029

• The contract includes options to extend services and the term of the contract.

• Specific clauses related to Tax Relief (Alternate I) for Germany are included.

• WAWF (Wide Area WorkFlow) is the system for electronic invoicing and payment requests.

• Offerors must complete and submit the "Schedule of Supplies/Services" with pricing in Euros, fully loaded.

• The solicitation includes provisions for AMC-Level Protest Program.

• The PWS and Standard Operating Procedures for the Miesau Staging Facility are attached.

Statement of Work (SOW) / Performance Work Statement (PWS)

To maintain 100% accountability of property received and processed through the warehouse according to Army regulations.

• Provide non-personal services for Staging Facility Operations.

• Utilize Global Combat System Support - Army (GCSS-A) and operate forklifts.

• Employ Logistic Information Systems (LIS), including GCSS-A, Decision Support Tool (DST), DLA Programs, RF-ITV Tracking, IGC, TC-AIMS, CMOS, and AESIP.

• Provide all necessary personnel, equipment, supplies, facilities, transportation, tools, materials, and supervision, except for items specified in Part 3 (Government Property and Services).

• Quality Control Plan (QCP) required within 10 days of award, detailing procedures for identifying, preventing, and correcting defective services.

• Performance will be evaluated according to the Quality Assurance Surveillance Plan (QASP).

• Acceptable Quality Levels (AQLs) are specified for various tasks, generally allowing for a small number of deficiencies per month or a pass/fail criteria.

• Place of Performance: HQ USAREUR-AF G4 Staging Facility, Miesau Army Depot, Bldg 1426, Bahnofstr 78, Bruchmuehlbach-Miesau 66892.

• Operating Hours: Government facility hours are 0730 to 1600 CET, Monday-Friday. Contractor support hours are 0790 to 1600 CET, Monday-Friday, excluding U.S. Holidays.

• Security Clearances: Personnel must have an active Tier 1 security clearance at the time of proposal submission.

• Background Checks: Required for all personnel, including local nationals and third country nationals, with specific requirements for those working with youth.

• Training: Mandatory training includes Anti-Terrorism (AT) Level I, OPSEC Level I, Information Assurance (IA) Cyber Awareness, GCSS-Army, and Forklift Safety.

• Key Control: Procedures for managing issued keys and key cards are required.

• Environmental Compliance: Adherence to USAG Wiesbaden's environmental policy and applicable German environmental laws/standards.

• Personnel Identification: Contractor employees must be easily identifiable via badges and must identify themselves as contractors when necessary.

• Data Rights: Government has unlimited rights to all documents and materials produced under this contract.

• Non-Disclosure: Signed non-disclosure agreements are required prior to work commencement.

• Organizational Conflict of Interest (OCI): Contractors must notify the Contracting Officer of any potential OCI and submit a mitigation plan.

• Safety: Compliance with FAR 52.236-13, EM 385-1-1, and applicable Host Nation Safety Laws and Regulations is required. Minimum Personal Protective Equipment (PPE) includes short sleeve shirt, long trousers, steel-toed safety boots, and hard hat.
