This solicitation is for lodging rooms to support the RC26 Exercise in Helena, Montana, for the Montana Army National Guard (MTARNG) in conjunction with US CENTCOM. The requirement is for forty (40) lodging rooms from May 30, 2026, to June 12, 2026. The government anticipates multiple awards due to the number of rooms requested.

• Forty (40) lodging rooms.

• Rooms must be available from May 30, 2026, to June 12, 2026.

• Single and double beds are acceptable.

• Hotels must maintain a clean and healthy environment, with standard housekeeping practices.

• Rooms must be clean and free of pests (rodents, insects, etc.).

• Rooms must have a working telephone with free local access and voice mail.

• Commercial Wi-Fi must be available at no charge.

• Occupants must remain in the same room for their entire stay.

• Hotel location must be within approximately 1.5 miles of multiple restaurants and a grocery store.

• Contractor must ensure a safe and crime-free environment.

• Ground floor rooms shall not have primary entry doors on the exterior.

• All customary amenities (pools, lounges, parking) must be available without additional charge.

• Contractor must possess a current, valid certificate of occupancy.

• Contractor must maintain current certification on the FEMA National Master List and comply with the Hotel and Motel Fire and Safety Act of 1990.

• Contract type: Firm Fixed Price (FFP).

• Period of Performance: May 30, 2026, to June 12, 2026.

• Quotes are due by May 21, 2026, at 11:00 AM MDT.

• Quotes must be submitted by email ONLY to alice.a.hinck.civ@army.mil.

• Evaluation factors include: Price, Location (proximity to restaurants and grocery stores, relation to I-15), and Past Performance (technical and past performance are approximately equal to cost or price).

• Offerors must be registered in the System for Award Management (SAM) prior to contract award.

• Invoicing and payment will be processed through Wide Area Work Flow (WAWF).

• Federal Government is tax-exempt; state and local taxes are not applicable.

• Third-party vendors are not tax-exempt.

Statement of Work (SOW)

To procure approximately forty (40) lodging rooms in Helena, Montana, to support the RC26 Exercise for the Montana Army National Guard (MTARNG) and US CENTCOM.

• Provide lodging rooms from May 30 to June 12, 2026.

• Single and double beds are acceptable.

• The government anticipates multiple awards due to the number of rooms requested.

• Rooms must be clean and free of pests.

• Rooms must have a working telephone with free local access.

• Commercial Wi-Fi must be available at no charge.

• Hotel must be within walking distance (approx. 1.5 miles) to multiple restaurants and a grocery store.

• Housekeeping must follow standard practices.

• Contractor must maintain a current certificate of occupancy and FEMA National Master List certification.

• Ensure a safe and crime-free environment.

• Period: May 30, 2026 - June 12, 2026

• Location: Helena, Montana

• This is a Small Business Set-aside under NAICS code 721110.

• Government is tax-exempt; third-party vendors are not.

• Government will not be responsible for miscellaneous charges incurred by travelers.

• Room cancellations require 2 days' notice to avoid fees.

• A final roster will be provided by the government no later than 2 days prior to event start.

• Invoicing and payment will be processed via Wide Area Work Flow (WAWF).
