- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The Department of the Air Force (AFLCMC/PZI) is soliciting proposals for a High Speed Spindle for the Air Force Institute of Technology (AFIT) at Wright-Patterson AFB, OH. Scope of Work
AFIT requires a high-speed spindle to conduct engine-relevant test conditions for modified turbine components. The spindle must be a fully developed Commercial Off-The-Shelf (COTS) system, provided in its exact commercial form without modifications. Key technical requirements include:
- Spindle RPM: 90,000 max
- Spindle Power: 3.5kW minimum (mandatory)
- Spindle Outside Diameter: 150mm (for interface with existing test infrastructure)
- Spindle Interface: HJND-50 (for high-speed coupling design)
- System Cost: $25,000 or less (stand-alone replacement)
Contract Details
- Contract Type: Firm-Fixed-Price
- Set-Aside: Unrestricted
- Delivery: 26 weeks after date of award, FOB Destination to Wright-Patterson AFB, OH.
- Warranty: 1 year after receipt of delivery.
- Payment: Invoices via Wide Area Work Flow (WAWF).
Submission & Evaluation
Proposals must be submitted electronically to both the Contracting Officer (Claire Hess) and Contracting Specialist (Dametria Walder) by the deadline. The submission email subject line must be "FA8601-26-Q-0008, High Speed Spindle." The entire proposal, including attachments (.pdf, .doc, .docx, .xls, .xlsx), must be contained in a single email not exceeding 5MB.
Award will be made to the lowest priced Offeror whose proposal:
- Conforms to all solicitation requirements.
- Receives an "Acceptable" rating on the Technical Capability evaluation factor.
- Contains the lowest total evaluated price (TEP) that is fair and reasonable.
Required proposal items include company details, POC, proposal validity, total price, shipping, and completed Representations and Certifications (Attachment 3). Offerors must also provide a complete description of items offered and technical literature demonstrating compliance with the SOW.
Important Clarifications
Recent Q&A emphasized that non-COTS solutions are not desired, and the 3.5 kW minimum spindle power is mandatory, with 3.0 kW continuous power being unacceptable. Offerors must ensure strict adherence to COTS requirements and the specified power.
