Scope of Work

Submission & Evaluation
Proposals must be submitted electronically to both the Contracting Officer (Claire Hess, claire.hess@us.af.mil) and the Contract Specialist (Dametria Walder, dametria.walder@us.af.mil). The email subject line must be "FA8601-26-Q-0008, High Speed Spindle." The entire proposal must be in a single email, not exceeding 5MB, and attachments must be .pdf, .doc, .docx, .xls, or .xlsx (no compressed or .exe/.zip files).
Award will be made to the lowest-priced Offeror who submits a proposal that:
- Conforms to the solicitation requirements.
- Receives an "Acceptable" rating on the Technical Capability evaluation factor.
- Contains the lowest total evaluated price (TEP), provided it is not unbalanced and is fair and reasonable.
Required Proposal Items
Proposals may be in any format but MUST include:
- Proposing company's name, address, SAM Unique ID, Cage Code, and TIN.
- Point of contact's name, phone, and email.
- Proposal number & date, and validity timeframe.
- Total Price (Net 30, no progress payments) and Shipping (FOB Destination).
- Completed copy of Offeror Representations and Certifications (Attachment 3).
- Complete description of items offered and any technical manuals/literature to demonstrate compliance with the Statement of Work. Proposals shall consist of two separate parts: a technical proposal and a price proposal.
Important Notes
All prospective awardees must be registered and maintain active registration in the System for Award Management (SAM) at https://www.sam.gov. Electronic submission of payment requests via Wide Area Workflow (WAWF) is required. Commercial vehicle deliveries to Wright-Patterson AFB require inspection at Gate 26A.
