This document provides responses to vendor inquiries regarding Solicitation FA8601-26-Q-0008 for a High Speed Spindle.

• Non-COTS Solutions: The government is not interested in non-Commercial Off-The-Shelf (COTS) solutions.
• COTS Requirement: A COTS system must be in the exact form it is sold in the commercial marketplace, with no modifications. Minor interface or housing customization for government test infrastructure is not acceptable.
• Spindle Power Requirement: The minimum spindle power requirement of 3.5 kW is mandatory. A spindle rated at 3.0 kW continuous is not acceptable, even if it can meet performance requirements.

These clarifications emphasize strict adherence to COTS requirements and the mandatory 3.5 kW power specification, potentially impacting vendor proposals.

Statement of Work (SOW)

The Air Force Institute of Technology requires a high-speed spindle to conduct engine-relevant test conditions for modified turbine components. This spindle will enable testing under various conditions including speed, thrust, load, heat flux, lubrication, and air bypass.

• Minimum Technical Requirements:

  • Spindle RPM: 90,000 max
  • Spindle Power: 3.5kW minimum
  • Spindle speed control: Digital closed loop
  • Spindle Outside Diameter: 150mm (for interface with existing test infrastructure)
  • Spindle Interface: HJND-50 (for interface to improved high-speed coupling design)
  • Spindle Controls Power: 208-240V
  • Spindle stand-alone replacement cost: $25,000 or less
  • Leadtime: Not to exceed 6 months ARO (After Receipt of Order)
  • System Type: Fully developed COTS (Commercial Off-The-Shelf) systems; no BETA items.

• Training: No training required.

• Installation: No installation required.

• Lead Time: No later than 26 weeks after contract approval.

• Warranty: 1 year after receipt of delivery.

• All vehicles larger than a large pick-up truck require inspection by the Wright-Patterson Air Force Base Commercial Vehicle Delivery Gate (CVDG) prior to entering the installation. Specific vehicle types requiring inspection are listed.

• Inspection is conducted at Gate 26A off State Route 235.

• Exemptions and procedures for bypassing CVDG (e.g., for time-sensitive deliveries like concrete/asphalt) are detailed, requiring pre-submission of driver information.

• Vehicles exiting and re-entering the base for route completion must be resealed.

• Vehicles may be subject to random antiterrorism measures (RAM) inspections.

• Payment is made upon submission of a properly prepared invoice after final inspection and acceptance.

• Invoice requirements include contractor details, invoice number/date, order number, CLIN, description, unit of issue/price, extended price, prompt payment discount terms, and contact for defective invoices.

• Invoices must be submitted via Wide Area Work Flow (WAWF).

This document is a solicitation (FA860126Q0008) for "High Speed Spindle" with a Product Service Code of 3040. The acquisition is unrestricted.

• The primary deliverable is a "High Speed Spindle."
