Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for comprehensive generator and automatic transfer switch (ATS) maintenance and repair services for the Bureau of Reclamation (BOR) at Hoover Dam facilities.

• Provide all personnel, supervision, labor, subcontractors, tools, materials, equipment, and supplies necessary to inspect, maintain, and repair electrical power generators and ATS units.

• Services include preventative maintenance (PM), emergency services, and repairs.

• All work must comply with manufacturer instructions and applicable regulations.

• Tasks are to be performed Monday through Friday, excluding Federal holidays, between 7:00 a.m. and 3:00 p.m. (unless interruption of electrical services requires work outside normal hours or on weekends, as specified in the task order).

• Repairs: Scheduled repairs are to be completed within two business days of notification. Repairs exceeding $500 require prior approval.

• Emergency Repairs: Contractor must respond within 8 hours, be on-site within 24 hours, and begin work within 24 hours.

• Inspection Reports (Quarterly and Annual): Within 5 business days.

• Repair Reports: Within 3 business days of task completion.

• Equipment Deficiency Checklist: Submitted with each inspection report.

• Service Log: Cumulative maintenance history provided annually.

• All reports to be submitted in PDF format via email.

• Contractor must implement a Quality Control Plan (QCP).

• Government will conduct quality assurance.

• Contractor must maintain onsite records of all inspections, services, and repairs.

• Contractor must comply with all applicable safety and occupational health requirements, including OSHA and Reclamation Safety and Health Standards (RSHS).

• Job Hazard Analysis (JHA) must be submitted for approval prior to the start of work.

This is a combined synopsis/solicitation for commercial services to provide emergency generator maintenance and repair services for the Hoover Dam and associated Bureau of Reclamation (BOR) facilities. A written solicitation will not be issued; proposals are requested via this announcement and an associated Request for Quote (RFQ) on SAM.gov.
