Solicitation / RFP / RFQ

This solicitation is for the provision of CREDO Naples Personal Resiliency Retreats (PRR), CREDO Naples Family Enrichment Retreats (FER), and CREDO Naples Marriage Enrichment Retreats (MER) for NSA Naples. The services are to be provided in accordance with the attached Performance Statement of Work (PWS).

• The core requirement is to provide retreat services for various categories (Personal Resiliency, Family Enrichment, Marriage Enrichment) at specific dates and locations.

• Services must align with the attached Performance Work Statement (PWS).

• The facility must be a certified 4-star category hotel in Italy.

• Quotes must be in English.

• The solicitation issue date is February 10, 2026.

• The offer due date is February 12, 2026, at 01:00 PM Naples, Italy Local Time.

• Pricing arrangement is Firm Fixed Price for all items.

• Prices must be quoted in EURO only.

• Quoters agree to hold prices firm for 60 calendar days from the quote receipt date.

• Quotes must be submitted electronically via email to the addresses provided by the due date and time.

• Email size limit is 10 MB; larger quotes must be sent via multiple emails. Zip files are not accepted.

• The evaluation will be based on Price and Technical Factors, with a consideration for best value.

• Technical capability, facility location, acceptance of terms, and a 4-star hotel certification are required.

• Past performance will also be reviewed.

• This acquisition is listed as UNRESTRICTED.

• NAICS code is 721110 (Hotels (except Casino Hotels) and Motels) with a size standard of $16.5 million.

• The government may issue one or more purchase orders.

• The government reserves the right to award to a quote that exceeds minimum needs, even if priced higher.

• Offerors must be registered in the System for Award Management (SAM) database prior to award.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide lodging, meeting spaces, and related hotel services for Chaplains Religious Enrichment Development Operation (CREDO) retreats for authorized US service members, dependents, and other eligible personnel in the NSA Naples's Area of Responsibility (AOR).

• Provision of accommodations for three types of retreats:

  • Personal Resiliency Retreats (PRR) for 23 personnel (3-day duration)
  • Family Enrichment Retreats (FER) for 49 personnel (3-day duration)
  • Marriage Enrichment Retreats (MER) for 27 personnel (3-day duration)

• Services include lodging, meeting spaces, and meals.

• Lodging must meet "Four Star Hotel" standards, be fully furnished, clean, sanitary, and free of pests/mold.

• Utilities (hot/cold water) must be reliable.

• Wi-Fi access must be provided to all participants.

• Meeting rooms must maintain a temperature between 70-72 degrees Fahrenheit and be equipped with audio-visual equipment.

• Meals include buffet breakfast, lunch, and dinner with non-alcoholic beverages. Menu options must be provided 14 days prior to retreats in English and Italian.

• Specific schedules for meals and sessions are provided for each retreat type.

• Retreats are scheduled between February 2026 and July 2026.

• Hotel must be located within a 40-mile (100 km) radius of NSA Naples.

• Contractor must provide physical fitness facilities on-site or access to trails.

• Government will notify the hotel 72 hours in advance if participant numbers are less than contracted.

• Contract covers active duty military, reservists, and their immediate family members. Parking fees apply to eligible users.

• Late checkout is provided (12:00 PM for guests, 1:00 PM for staff).

• All applicable taxes and fees are included in the firm-fixed-price and cannot be billed separately.

• Specific rooming configurations (single, triple, quadruple) and conference room sizes are detailed for each retreat type.
