Performance Work Statement (PWS)

To provide Hungarian/English translation and administrative support services for US personnel, their dependents, and the Heavy Airlift Wing at Papa Air Base, Hungary.

• Provide oral and written Hungarian/English translation services during standard and emergency hours.

• Assist with minor administrative functions at the USNSE Community Activity Center.

• Provide language, cultural, and community orientations to newcomers.

• Assist US members and their dependents in acquiring VAT exemption certificates.

• Communicate with local and government Hungarian points of contact.

• Provide face-to-face and simultaneous oral translation.

• Generate meeting minutes within 3 business days after oral translation services.

• Provide written translation services at a rate of 20 document pages (double-sided) per workday.

• Offer emergency on-call services during non-standard work hours.

• No more than 2 valid customer complaints per month for translation services.

• No more than 2 unaccomplished administrative tasks per month.

• No more than 2 failed orientations per year.

• Zero unexplained/unexcused absences per month for the contract manager.

• Period of Performance: One Base Year (12 months) plus four 12-month option years and a six-month extension.

• Phase-in Period: March 2026 (one month or less).

• Base Year: April 2026 - March 2027.

• Option Years: March 2027 - September 2031.

• Place of Performance: USNSE building on Papa Air Base, Hungary, and within a 50 km radius. Travel beyond this radius requires coordination.

• Contract Type: Firm Fixed Price.

• Security: Personnel must be eligible for base access; all base security requirements are determined by the Hungarian Ministry of Defense.

• Key Personnel: Contract manager/alternate contract manager required.

• Translator Qualifications: At least one year of translator experience, public speaking, proofreading, and interpretation skills; fluent in Hungarian and English; High School diploma or equivalent.

• Government Furnished Items: Laptop with internet, office supplies, office telephone, Wi-Fi, electricity, water, restroom access, a printer, and a scanner.

• Contractor Furnished Items: All other supplies, equipment, facilities, and services not provided by the government.

• Holidays: Contractor will not work on Hungarian holidays but will work on US holidays.

• Quality Control: Contractor must develop and maintain a quality control program.

• Data Rights: Government has unlimited rights to all documents/materials produced.
