Scope of Work
The contractor will provide comprehensive and efficient evacuation services utilizing charter buses and qualified drivers. Key components include:
- HURREX Training: Provide and stage up to five (5) buses with support personnel for an annual training event between April 1 and May 31. This training simulates evacuation procedures at MCRDPI and does not require travel to Albany.
- Emergency Evacuations: Provide one-way transportation for up to 8,600 passengers from MCRDPI to MCLB Albany, GA. The contract may require up to two (2) evacuation trips per year, with services required from March 1st to November 30th.
- Bus Requirements: Buses must be environmentally controlled, capable of transporting a minimum of 50 passengers with luggage space, and include a functional restroom.
- Driver Requirements: Drivers must be legal US residents, able to communicate in English, meet DOT requirements, possess valid licenses, and be vetted through base security.
- Response Time: Within 24 hours for the initial 40 buses and within 36 hours for the remaining 140 buses upon official evacuation notice.
- Maintenance & Quality: The contractor is responsible for all bus maintenance, repair, safety inspections, and must develop an effective Quality Control Plan (QCP). Subcontracting or brokering to another carrier is prohibited.
