Solicitation / RFP / RFQ

This is a Request for Quotations (RFQ) for HVAC System Replacement and Repairs at Buffumville Lake, Charlton, MA. The government is procuring services to replace aging HVAC systems and resolve thermal comfort issues.

• Replacement of existing fan coil units and condensing units with new heat pump systems.

• Control of new heat pump systems via programmable thermostats.

• Installation of a new energy recovery ventilator for ventilation air.

• Cleaning of all existing finned tube and addition of new finned tube in the main portion of the building.

• Insulation of all existing and new heating hot water piping and domestic hot and cold-water piping.

• Removal of existing radiant slab components, with the existing under-slab piping to be abandoned in place.

• Pricing Arrangement: Firm Fixed Price.

• Period of Performance: 180 days from Notice to Proceed.

• Estimated Cost: Between $100,000 and $250,000.

• Basis for Award: Price alone.

• Submission Method: Quotes shall be submitted via email to the Contract Specialist, Jennifer M. Samela.

• Submission Deadline: January 20, 2026, by close of business.

• Site Visits: Highly recommended. Dates and times will be included in FAR clause 52.236-27 (Alt I).

• This RFQ is not a small business set-aside.

• Responsible Service Disabled, Veteran Owned Small Business sources may submit a quote and must be considered.

• Contractors must be registered in the System for Award Management (SAM.gov) to submit a quote.

• Bonding requirements include a Payment Bond or Irrevocable Letter of Credit for contracts at or above $150,000. A Performance Bond is required for contracts at or above $150,000.

• No Bid Guarantee is required.

• Accident Prevention Plan (APP) is not required with the quote but will be required from the successful contractor.
