Amendment / Modification

This document is Revision 29 of Wage Determination No. 2015-5253, dated May 13, 2026. It provides updated wage and fringe benefit rates for various occupations applicable to service contracts in specific Texas counties (Atascosa, Bandera, Bexar, Comal, Guadalupe, Kendall, Medina, and Wilson).

• The wage rates and fringe benefits listed for numerous occupational codes have been updated.

• Specific notes regarding Executive Order 13706 (Paid Sick Leave) and Executive Order 13658 (Minimum Wage) have been updated to reflect current requirements and applicability dates.

• This revision updates the minimum wage and fringe benefit requirements for covered employees. Contractors must ensure their proposals and contract performance reflect these updated rates.

Statement of Work (SOW)

To provide a comprehensive, one-time cleaning of the Heating, Ventilation, and Air Conditioning (HVAC) air duct and vent systems at Building 5311, JBSA-Lackland, TX.

• Deep cleaning and sanitization of both internal and external components of the HVAC system.

• Cleaning of supply and return vent grilles and surrounding ceiling areas.

• Cleaning of internal components including Air Handler Unit(s), Blower Motor and Assembly, Supply Ductwork, and Main Trunk Line(s).

• Application of an EPA-approved sanitizer to control mildew and bacteria, followed by deodorization.

• Servicing of the existing UV light air purification system (REME HALO), if present.

• Site maintenance and clean-up, including daily removal and off-site disposal of all trash and debris.

• Period of Performance: One-time service, to be completed within a timeframe mutually agreed upon by the Contractor and the Facility Manager.

• Place of Performance: Building 5311, 1 Rick Street, JBSA-Lackland, TX 78236.

• Compliance with all security requirements for Joint Base San Antonio (JBSA) - Lackland.

• Contractor and personnel must request and be granted credentials prior to work start.

• Personnel will undergo vetting for character and conduct, and provide federally authorized documentation for identity proofing (e.g., INS Form I-9).

• Contractor must obtain base identification and vehicle passes for personnel making frequent visits or performing work on JBSA.

• Contractor personnel are required to wear or prominently display installation identification badges.

• Submission of a written request for base access credentials and vehicle passes.

• Responsibility for obtaining required identification for newly assigned personnel and prompt return of credentials upon completion or termination of the contract.

• Work is subject to inspection and acceptance by the Facility Manager or a designated government inspector.
