Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The Department of Energy (DOE), through the ALLIANCE SUSTAINABLE ENRGY-DOECONTR, is soliciting quotes for Hydrogen Water Dropout Heat Exchangers. This requirement is for ten (10) heat exchangers to support the Multimegawatt (MMW) Electrolyzer project by cooling hydrogen process streams. The opportunity is a Solicitation (RFQ), and proposals are now due by April 22, 2026.
Scope of Work
This acquisition is for 10 heat exchangers (HX) designed to cool a hydrogen process stream produced by PEM electrolyzer stacks. The process fluids will be a 50/50 propylene glycol/water mixture and hydrogen saturated with water. Key technical requirements include:
- Quantity: 10 heat exchangers.
- Materials: 316/316L stainless steel for wetted metallic sections; FKM/Viton, PTFE, or Teflon for soft sealing materials. No sulfur-containing components.
- Cleaning & Passivation: Hot sides must be electropolished or passivated per ASTM A967 or equivalent for DI water service.
- Performance: Specific Maximum Allowable Working Pressure (MAWP), Maximum Allowable Working Temperature (MAWT), hydrogen flow rates, and maximum allowable pressure drops are detailed for different HX groupings (1-3, 4-5, 6-8, 9-10).
- Connections: 1.5 inch Swagelok compression fitting or 1.5 inch ANSI raised face flange fittings.
- Delivery: To NLR Flatirons Campus, Arvada, CO 80007, preferred in August 2026, required by September 2026.
Contract & Timeline
- Contract Type: Firm Fixed Price, Purchase Order.
- NAICS Code: 332410 (Power Boiler and Heat Exchanger Manufacturing) with a 750-employee size standard.
- Set-Aside: None specified.
- Proposal Due Date: April 22, 2026, by 5:00 PM Mountain Time.
- Technical Questions Due: April 14, 2026.
- Published Date: April 7, 2026 (latest amendment).
Evaluation & Submission
Offers will be evaluated in three steps: Initial Evaluation (technical acceptability), Price (Cost) Evaluation, and Selection. Award will be made to the lowest priced, technically acceptable offer. Proposals must be submitted electronically to Allison.Pezzullo@nlr.gov. Offerors must include an Official Quote based on Attachment No. 1, a Cover Letter, completed Representations and Certifications, and price justification. Confirmation of receipt and acceptance of all amendments must be included in the cover letter.
Additional Notes
Amendment No. 2 extended the proposal due date and the technical questions deadline. Amendment No. 1 provided clarifications on technical specifications, including size constraints, acceptable heat exchanger types, phase change expectations, and flow rates. Preference will be given to domestic offers under the Buy American Act. Electronic copies of forms and appendices are available at NLR.gov/workingwithus/standard-terms.html.
