Qualification Details

Fit reasons
  • NAICS alignment with historical contract wins in similar service areas.
  • Scope strongly matches core technical capabilities and delivery model.
Risks
  • Past performance thresholds may require one additional teaming partner.
  • Potential clarification needed on staffing minimums before bid/no-bid.
Next steps

Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.

Quick Summary

The Department of Energy (DOE), through the National Laboratory of the Rockies (NLR), is soliciting proposals for Hydrogen Water Dropout Heat Exchangers. This acquisition involves 10 heat exchangers to cool hydrogen process streams for the Multimegawatt (MMW) Electrolyzer project. The contract will be a Firm Fixed-Price Purchase Order. Proposals are due by April 29, 2026.

Scope of Work

NLR requires ten (10) heat exchangers designed to cool a hydrogen process stream saturated with water, utilizing a 50/50 propylene glycol/water mixture on the cold side. The heat exchangers are critical for causing water condensation (dropout) from the hydrogen stream. Portions of each heat exchanger containing hydrogen must be cleaned and passivated for service with deionized water.

Technical Requirements

Key specifications include:

  • Quantity: 10 heat exchangers.
  • Materials: Wetted sections must be 316/316L stainless steel, compatible with DI water and hydrogen. Soft sealing materials to be FKM/Viton, PTFE, or Teflon. No sulfur-containing components.
  • Performance: Specific Maximum Allowable Working Pressure (MAWP) and Maximum Allowable Working Temperature (MAWT) are detailed for different HX groupings. Maximum allowable working pressure of > 1087 psi (75 bar) is a firm requirement.
  • Cleaning: Hot sides must be electropolished or passivated per ASTM A967 or equivalent.
  • Connections: 1.5 inch Swagelok compression fitting or 1.5 inch ANSI raised face flange fittings.
  • Delivery: To NLR Flatirons Campus, Arvada, CO 80007. Preferred by August 2026, required by September 2026.
  • Clarifications: Designs are expected to be less than 1 m³ each. Coiled shell and tube type is acceptable. The hydrogen flow rate stated is for dry hydrogen mass, with total mass flow including water vapor.

Contract Details

  • Type: Firm Fixed Price, Purchase Order.
  • Period of Performance: Anticipated lead time for award is 2 weeks, with delivery preferred by August 2026 and required by September 2026.
  • Set-Aside: No specific set-aside. NAICS Code: 332410 (Power Boiler and Heat Exchanger Manufacturing) with a 750-employee size standard. Offerors must certify small business status. Buy American Act preference applies.

Submission & Evaluation

  • Proposal Due Date: April 29, 2026, 5:00 PM Mountain Time.
  • Technical Questions Deadline: April 14, 2026.
  • Submission: Electronically to Allison.Pezzullo@nlr.gov.
  • Required Documents: Official Quote (based on Attachment No. 1), Cover Letter, completed Representations and Certifications, and price justification.
  • Evaluation: Offers will be evaluated in three steps: Initial Evaluation (technical acceptability), Price (Cost) Evaluation, and Selection. Award will be made to the lowest priced, technically acceptable offer.
  • Acknowledgement: Offerors must include confirmation of receipt and acceptance of all amendments in their cover letter.

Amendments & Clarifications

This opportunity has been amended multiple times. The latest Amendment No. 3 extended the proposal due date to April 29, 2026, and provided responses to vendor questions, including clarifications on target outlet temperatures, heat curve requirements, delivery destination, and the firm requirement for maximum allowable working pressure. Previous amendments also clarified technical aspects like acceptable heat exchanger types, phase change considerations, and hydrogen/water flow rates.
