This document provides clarifications and answers to vendor questions regarding the IACP TV Thought Leadership Film Production Company project.

• Filming Locations: A minimum of three geographically varied filming locations are anticipated, including one TBD National Wildlife Refuge, one major port, and one other TBD location. The exact locations have not yet been decided.
• Access & Permissions: USFWS will collaborate with the awardee to secure access and permissions for federal facilities and filming locations. FWS will also coordinate with the contractor regarding any access restrictions, security clearances, escort requirements, or crew size limitations.
• Filming Schedule: The six (6) filming days will be scheduled in multiple phases, not consecutively.
• Aerial Videography: Aerial photography, if utilized, will be done at authorized locations, as detailed in the work statement.
• Narrative Development: The extent to which the contractor leads narrative development, interview preparation, scripting, and story structure should be reviewed in the statement of work.
• B-roll and Case Study Material: Specific materials and topics will be determined in consultation with FWS throughout the project, highlighting the criminal investigative work of the Office of Law Enforcement, wildlife inspectors, and conservation law enforcement activities.
• Government-Furnished Material: No government-furnished footage, photography, or archival materials will be provided.
• Pricing: Quotes should include all required expenses to complete the work as a total lump sum, including contractor travel, and any anticipated USFWS staff travel, catering, or on-set accommodations.
• Period of Performance: The solicitation closing date is February 23, 2026, at 17:00 PM ET, and the project period of performance is included in Section 2 of the statement of work.

Statement of Work (SOW)

The U.S. Fish and Wildlife Service (USFWS) aims to leverage the International Association of Chiefs of Police (IACP) TV's conference programming to enhance public understanding of wildlife law enforcement and conservation, highlight case studies, improve recruitment efforts, and foster interagency awareness. This will be achieved through professionally produced video content distributed during the IACP Annual Conference and for twelve months thereafter.

• Produce three (3) edited films, each up to five minutes in length, featuring interviews with USFWS Law Enforcement Officers (LEOs) and leadership, along with case study material.

• Create a fourth compilation film using footage from the three individual films.

• Deliver finished films in multiple formats, including master copies, 1-minute social media versions, and all raw footage on an electronic hard drive.

• Manage the entire production process, from pre-production to post-production and distribution.

• USFWS will have editorial oversight over all film content.

• Final approval of all four films is required from USFWS prior to delivery or broadcast.

• Contractor will implement changes until USFWS signs off on the final proof.

• Period of Performance: February 27, 2026 – August 30, 2026.

• Filming will occur on normal weekdays (Monday-Friday).

• Filming locations will be geographically diverse to capture the work environments of Special Agents, Wildlife Inspectors, and Refuge Officers.

• The project is scheduled to begin as soon as possible to allow time for filming, editing, production, and showcasing at the 2026 IACP conference.

• Contractor must have access, authorization, and ability to film for IACP TV.

• The films will be showcased at the IACP conference in Orlando, Florida, October 24-27, 2026.

• Contractor will grant an indefinite royalty-free license to USFWS for all content and material shot.

• Distribution includes broadcast on IACP TV news programs, large screens at the conference, dedicated hotel cable channels, online platforms (YouTube, USFWS platforms, social media), and the IACP conference website. Films will be available on the IACP TV YouTube channel for at least 12 months post-conference.
