Quick Summary
The United States Coast Guard (USCG) SURFACE-C21 Medium Endurance Cutter Product Line (MECPL) is conducting a Sources Sought to identify potential sources for ALCO 251 overhaul parts kits. The USCG intends to award a sole source requirements type contract to Fairbanks Morse Engines, LLC, but invites other qualified sources to demonstrate their capabilities. Responses are due March 30, 2026.
Scope of Work
This requirement is for original Equipment Manufacturer (OEM) ALCO 251 overhaul parts kits. These kits are essential for inventory stock and direct delivery for overhaul and maintenance of Medium Endurance (WMEC) 210’ and 270’ cutters, and Long Range Enforcers (LRE) POLAR STAR icebreaking vessel’s main diesel engines. The USCG does not possess the proprietary technical specifications, drawings, manufacturing/provisioning data, or special tools required for these parts kits, as this information is proprietary to the OEM.

Evaluation
The Government believes only Fairbanks Morse Engines, LLC, has the capability to provide these specific kits. However, potential sources may submit information demonstrating their ability to provide genuine OEM supplies/kits and access OEM technical information. Submissions should include: (1) data on satisfactorily provided overhaul kits to the OEM or Government in the past, and (2) a written letter, signed by the OEM, verifying the interested party’s authority to supply OEM manufactured parts and kits, and confirming access to necessary technical information.
Additional Notes
This is not a request for proposals, and the USCG does not have an estimated timeframe for solicitation release. Solicitation documents, when available, will only be posted on SAM.gov. Inquiries/information received after the deadline may not be considered. The Government will not reimburse any costs incurred by companies responding to this announcement.
