Scope of Work

This 5-year IDIQ contract requires the provision of:

  • Reconditioned Steel Drums:
    • 1A2 (Open Top) Drums: 55-gallon, removable head, meeting DOT 49 CFR 178 for Packing Group II. Annual requirements range from 1,704 to 3,708.
    • 1A1 (Closed Top) Drums: 55-gallon, non-removable head, meeting DOT 49 CFR 178 for Packing Group II. Annual requirements range from 350 to 750.
    • Drums must undergo cleaning, inspection, repair, and leakproofness testing, and be marked per 49 CFR 178.
  • Storage Trailers: Three (3) trailers (48' or 53') capable of storing at least 288 drums. Trailers must be clean, registered, insured, and road-ready. Two trailers will be delivered full of unused drums, and one will be empty for used drums.
  • Delivery: All deliveries will be to the Portsmouth Naval Shipyard, Hazardous Waste Storage Facility, Building 357, Kittery, ME. Drum replenishment turnaround time is within seven (7) working days of a Delivery Order. Trailers are to be delivered Monday-Friday, 0630-1500.

  • Contract Type: 5-year Indefinite Delivery Indefinite Quantity (IDIQ) with a base year and four option years.
  • Pricing Arrangement: Firm Fixed Price.
  • Period of Performance: Estimated from July 1, 2026, to June 30, 2031.
