• Pricing Arrangement: Firm Fixed Price.

• Period of Performance: Delivery is scheduled within 90 Calendar Days from the date of award receipt.

• Solicitation Issue Date: December 23, 2025.

• Offer Due Date: December 23, 2025, at 10:00 AM.

• Evaluation Factors: The award will be made based on Lowest Price Technically Acceptable (LPTA). The evaluation will consider Price and Technical Acceptability. Technical Acceptability will be assessed based on the "Ability to replace and upgrade two existing Direct Expansion (DX) Computer Room Air Conditioning (CRAC) unit systems, including condensing units, located at Bldg. 1020 Rm. 400 as described in the Statement of Requirements (SOR)."

• The government intends to award without discussions, meaning initial quotes should represent the offeror's best terms.

• This acquisition is set aside 100% for Small Business.

• The North American Industry Classification Standard (NAICS) code is 333415, with a size standard of 1250.

• A site visit is scheduled for December 9, 2025, at 10:00 AM at Edwards AFB. Attendees must provide specific information by December 3, 2025, to ensure passes are processed.

• Questions are due by December 10, 2025, at 1:00 PM PT.

• The solicitation incorporates FAR clauses 52.212-1, 52.212-3, and 52.212-5 by reference, with some clauses attached.

Questions & Answers / Clarifications

This document provides responses to vendor questions regarding the solicitation for HVAC services at Edwards AFB.

• Access Hours: Technicians are available Monday-Friday, 0700-1600, with potential to extend to 1700. Weekends are not available. Building access requires escorts for rooftop and lab areas.
• Badging: Site badges will be issued and returned daily. Managers and technicians must be U.S. Citizens. Weekly/monthly passes are not issued.
• Operating Conditions: The unit will be rated at nominal conditions, 26 to 30 tons.
• Crane Services: Edwards AFB does not have a preferred crane company.
• Controls System Integration: The contractor must work with Siemens (the site's DDC) for panel, connection, and programming.
• Airflow and Test Report: A full report covering supply, return, and distribution is required, performed by a licensed third-party Test and Balance contractor (provided by the contractor).
• Bid Extension: The bid time has been extended to December 23rd at 10:00 AM PT.
• Roof/Equipment Dimensions: A facility floorplan (IHAT Floorplan) will be provided, but not detailed roof or equipment dimensions.
• Building Height: 57 ft.
• CRAC Unit Downtime: Both existing CRAC units can be out of commission during installation, provided shutdowns are coordinated with the project's master schedule and testing windows. Temporary cooling is not required.
• Refrigerant Lines: Existing refrigerant lines can be reused if the correct size, but must be flushed. Disposal of refrigerant and units must be off-base, with receipts required for compressors.
• Condensate System: Existing condensate drain piping may be reused (verify serviceability), but a new condensate pump is required.
• Crane Area: The designated crane area is behind the building.
• Elevator Capacity: The freight elevator has a maximum load capacity of 15,000 lbs.
• Humidity Control: CRAC units must maintain relative humidity between 30% and 40% (target 35%).

The bid due date has been extended. Specific requirements regarding controls integration, testing, refrigerant handling, and humidity control have been clarified.

Statement of Requirements (SOR)

To replace and upgrade two existing Direct Expansion (DX) Computer Room Air Conditioning (CRAC) unit systems, including condensing units, located in Bldg. 1020 Rm. 400 at Edwards AFB, California. The current systems are at the end of their functional lifespan.

• Provide a complete solution including labor, materials, and equipment for the CRAC unit replacement.

• Procure and deliver new DX CRAC unit systems, submitting specifications for government approval prior to procurement.

• Ensure equipment is properly packaged and transported to the site.

• Install new CRAC unit systems by qualified personnel, minimizing facility downtime.

• Integrate new systems into the building's Siemens Desigo control system via BACnet for monitoring.

• Conduct comprehensive testing and validation, including airflow and temperature/humidity monitoring.

• Decommission and dispose of existing CRAC unit system equipment and materials in accordance with environmental regulations.

• Cooling Capacity: 26 to 30 tons per unit.

• Redundancy: N+1 configuration with rotation interface (zone control).

• Energy Efficiency: Employ variable speed fans and controls.

• Electrical Compatibility: Compatible with existing 480V, 3Ø power supply and specified circuit breakers.

• Physical Constraints: Units must fit existing locations (condensing units on exterior roof, CRAC units inside IHAT mechanical room).

• Leak Detection: Incorporate leak detection sensors and notification alarms.

• Building Automation: Provide BACnet communications capability.
