Scope of Work

Services include scheduled cleaning, as-ordered tasks (e.g., exterior window cleaning, special event support), and limited minimal tasks (e.g., trash emptying, sweeping, restroom cleaning). Excluded services are biohazard, pandemic-related, mold, or flood cleaning. Contract Details
This is a Combined Synopsis/Solicitation for a Multiple Award Task Order Contract (MATOC) under Full and Open Competition. The NAICS code is 561720 (Custodial/Janitorial Services) with a small business size standard of $22.0 Million. The MATOC has a 10-year (120-month) ordering period, with a minimum guaranteed amount of €500.00 and a maximum contract value of $220,000,000.00. The contract type is a hybrid of Firm Fixed Price (FFP) and Time & Materials (T&M) Task Orders.
Submission Requirements
Proposals must be emailed to Kathryn.r.cortes.civ@army.mil, owen.g.ridenour.civ@army.mil, and kila.k.lindstrom.civ@army.mil by the deadline. Offerors must be registered in the System for Award Management (SAM) and Wide Area Workflow (WAWF). Submissions must include the Offeror's CAGE Code Number and either complete FAR clause 52.212-3 (Offeror Representations and Certifications) or reference its electronic copy on SAM. Special attention should be paid to FAR Clauses 52.212-1 and 52.212-2. Questions must be submitted within 10 calendar days of the posting date. Foreign entities may need to complete IRS Form W-14.
Evaluation Factors
Proposals will be evaluated in three steps: Acceptability, Likelihood to Offer Fair and Reasonable Pricing, and Responsibility. Key evaluation factors include Experience (Factor 1), Supplier Performance Risk System (Factor 2), and ISO Certifications (Factor 3). The Experience Questionnaire (Attachment 2) requires demonstrating experience in providing custodial services for multiple buildings simultaneously, for at least two consecutive years, across specific service categories, and with an annual contract value of at least €100,000.00. Subcontractor certifications (DIN EN ISO 9001:2015 and 14001) are also required.
