Scope of Work
This MATOC covers comprehensive custodial services for USAGs in Germany (Rhineland-Pfalz, Wiesbaden, Stuttgart, Bavaria), Belgium and Luxembourg (Benelux), Black Sea (Bulgaria and Romania), and other outlying areas. Services include scheduled cleaning, as-ordered tasks (e.g., exterior windows, special events), and limited minimal tasks (e.g., trash, litter, sweeping, mopping, vacuuming, high-touch surfaces, restrooms). Specific task details and frequencies will be defined at the Task Order level. Excluded services include biohazard, pandemic, toilet overflow, mold, or flood cleaning.
Contract Details & Eligibility
This is a Combined Synopsis/Solicitation for a Multiple Award Task Order Contract (MATOC), utilizing a hybrid of Firm Fixed Price (FFP) and Time and Materials (T&M) Task Orders. The ordering period is 120 months, with a minimum guarantee of €500.00 and a maximum contract value of $220,000,000.00. Eligibility is strictly limited to new, interested vendors. Companies already in the IMCOM-E Custodial MATOC vendor pool are instructed not to submit proposals. The acquisition is conducted under full and open competition. The NAICS code is 561720 (Custodial/Janitorial Services), with a small business size standard of $22.0 Million.
Submission Requirements & Evaluation
Proposals must be submitted via email to Kathryn.r.cortes.civ@army.mil, owen.g.ridenour.civ@army.mil, and kila.k.lindstrom.civ@army.mil. Offerors must be registered in the System for Award Management (SAM) and Wide Area Workflow (WAWF). Key submission elements include:
- Completion of FAR clause 52.212-3 (Offeror Representations and Certifications) or reference to SAM.
- Inclusion of the Offeror's CAGE Code Number.
- Submission of Attachment 2 (Experience Questionnaire) and Attachment 5 (Likelihood to Offer Fair and Reasonable Pricing Document).
- Foreign entities may need to complete IRS Form W-14. Proposals will be evaluated based on Acceptability, Likelihood to Offer Fair and Reasonable Pricing, and Responsibility. Evaluation factors include Experience, Supplier Performance Risk System (SPRS), and ISO Certifications. Price is not an evaluation factor for the MATOC award itself, but will be considered for task order selection.
