IMPLEMENTATION OF A REGIONAL VETTING CENTER IN GUAYAQUIL, ECUADOR

This is a pre-solicitation notice for construction services to implement a Regional Vetting Center in Guayaquil, Ecuador, on behalf of the U.S. Bureau of International Narcotics and Law Enforcement Affairs. The U.S. Consulate General Frankfurt intends to issue a Firm-Fixed-Price construction contract in the fourth quarter of calendar year 2026.

• Remodel an existing facility within the Judicial Police building.

• Establish a functional Regional Vetting Center (DCCON Z8) for the National Police.

• Support polygraph examinations, psychological assessments, financial investigations, and toxicological testing of law enforcement personnel.

• Work includes demolition, site preparation, construction of interior walls and ceilings, installation of hydro-sanitary, electrical, HVAC, and fire protection systems, installation of special systems (CCTV, access control, data network), construction of specialized areas (polygraph rooms, laboratories, offices, conference rooms), and installation of doors, windows, finishes, and fixed furniture.

• Contract Type: Firm-Fixed-Price

• Estimated Magnitude: $340,000 - $450,000

• Anticipated Performance Period: 120 calendar days after Construction Notice to Proceed.

• Interested companies must express their interest in writing to Ms. Sarah Pfannkuche at Pfannkuches@state.gov no later than May 07, 2026, using solicitation number 19GE5026R0064 in the subject line.

• All requests for the solicitation must include firm name, UEI, point of contact information, and firm address.

• The solicitation document will not be placed on SAM.gov due to SBU information; only interested parties will receive it.

• A pre-proposal conference and site visit date is to be determined (TBD).

• Competition is full and open.

• Firms must be knowledgeable in written and spoken English.

• Firms must possess all appropriate permits and licenses to perform construction work in Ecuador.

• Offerors must be authorized to operate and do business in Ecuador.

• Offerors must provide proof of authorization to operate and do business in Ecuador.

• Offerors must provide confirmation of Irrevocable Letters of Credit (ILCs) or bonds totaling 40% of the contract value.

• Active SAM registration is mandatory.

• The solicitation document will be available in English only; translation costs are the contractor's responsibility.

• U.S. Government will not provide assistance with visas.

• Failure to provide required documentation may result in proposal non-responsiveness.
