• Services include studies, sketches, conceptual drawings, drafting, cost estimates, specifications, contract drawings, and design analysis.
• Performance will be primarily at CONUS military bases, but may extend to OCONUS locations.

Selection Criteria (Descending Order of Importance)

Firms will be selected based on demonstrated competence and qualifications, with primary criteria including:

• Specialized Experience and Technical Competence: Worldwide bridge and waterfront facilities inspection, analysis, and design experience; established team with qualified leaders/technicians (US citizens for security clearance); CADD systems experience.
• Professional Qualifications: Qualified registered professional personnel in key engineering disciplines and architecture.
• Past Performance: Verifiable past performance on previous DoW contracts.
• Capacity to Accomplish the Work: Ability to perform multiple projects concurrently. Secondary "tie-breaker" criteria include Knowledge of Locality, Volume of DoW Work, and Small Business Considerations (extent of participation of various small business types).
