Firms will be selected based on demonstrated competence and qualifications, with criteria listed in descending order of importance:

  1. Specialized Experience & Technical Competence: Worldwide bridge and waterfront facilities inspection (including complex, underwater, NSTM), analysis, load rating, design, established team with qualified US citizen leaders/technicians, and CADD experience.
  2. Professional Qualifications: Registered professional personnel in key engineering disciplines (civil, structural, geotechnical, hydraulic, electrical, mechanical) and architecture, with emphasis on professional registration, advanced degrees, and specific work experience.
  3. Past Performance: Verifiable past performance on previous Department of the Army (DoW) contracts.
  4. Capacity to Accomplish Work: Ability to manage multiple projects simultaneously and complete work timely.
  5. Knowledge of Locality: Refers to military installations and civil works projects worldwide.
  6. Volume of DoW Work: Lesser consideration for firms with greater awards in the past 12 months.

Cybersecurity Requirements

This contract requires Cybersecurity Maturity Model Certification (CMMC) Level 2 + C3PAO certification due to handling Federal Contract Information (FCI) and Controlled Unclassified Information (CUI). Offerors must achieve and maintain this certification, which includes a third-party assessment. A contract award cannot be made without demonstrating the minimum Level 2 + C3PAO certification.
