Quick Summary
The Defense Logistics Agency (DLA) Aviation has posted a Justification for Other Than Full and Open Competition (JOFOC) for the acquisition of INDICATOR, BUTTON, RED (NSN 1650-01-111-5904) for F15 Aircraft. This notice explains the rationale for a sole-source or limited competition approach for Solicitation Number SPE4A726R0109. The contract type will be Indefinite Quantity / Firm Fixed Price.
Scope of Work
This acquisition is for the supply of INDICATOR, BUTTON, RED with NSN/PN: 1650-01-111-5904. The required quantities are 770 EACH (GM) and 3080 EACH (EAQ). The contract will include an option to extend the term for a redacted period, exercisable in redacted increments.
Contract & Timeline
- Contract Type: Indefinite Quantity / Firm Fixed Price
- Statutory Authority: 10 U.S.C. 3204(a)(1) – Available from only one or limited number of sources.
- Set-Aside: None specified (JOFOC for limited competition)
- Published Date: February 17, 2026
- Place of Performance: Santa Clarita, CA, United States
Justification for Limited Competition
The primary reasons for limiting competition are the Government's lack of adequate data or rights to data, and the uneconomical nature of acquiring such data (AMC Q and AMC R). Technical data is currently unavailable and cannot be developed to permit full and open competition, reflecting the minimum needs of the Government.
Efforts to Increase Competition & Future Opportunities
Market research, including a Sources Sought notice/RFI posted on October 28, 2025, identified Jamaica Bearings as an authorized distributor for Pall Aeropower. To overcome barriers to competition, the NSN is designated as 1R, requiring a Source Approval Request (SAR) package. A synopsis will be posted to allow other manufacturers to submit SAR packages for DLA Aviation's consideration, providing a clear path for future competitive opportunities.
