Scope of Work
The contractor will provide comprehensive S&RTS, including stevedoring, longshoring, cargo management, staging, storage, intra-port transfers, vessel preparation, and documentation. Services cover a full spectrum of USG cargo, such as containers, vehicles, breakbulk, rotary/fixed-wing aircraft, Arms, Ammunition, and Explosives (AA&E), and hazardous materials. Operations are required 24 hours a day, seven days a week, 365 days a year, at ports including Banyuwangi, Tanjung Priok (Jakarta), Surabaya, Panjang, and Semarang Perak. The contractor must supply all necessary gear, Material Handling Equipment (MHE), materials, supplies, and qualified labor.
Contract Details
- Type: Indefinite Delivery, Indefinite Quantity (IDIQ) with a Firm Fixed Price (FFP) schedule.
- Period of Performance: A five-year ordering period from July 1, 2026, through June 30, 2031, with an optional six-month extension through December 31, 2031.
- Set-Aside: UNRESTRICTED (NAICS 488320, $47M size standard).
- Minimum Order: $2,500 for the first 12 months.
- Maximum Contract Value: Total award amount plus a 25% increase.
Submission & Evaluation
Proposals will be evaluated using a Lowest Price Technically Acceptable (LPTA) source selection process. Offerors must submit a Technical Proposal (including Attachment 3: Contractor Plan for Continuation of Essential Contractor Services, and Attachment 5: Technical Worksheet) and a Price Proposal (using the Revised Attachment 2: Schedule of Rates). The Technical Proposal is limited to 15 pages for the worksheet and 5 pages for the continuation plan. Failure to complete required documents or an "unacceptable" rating on any technical factor will result in disqualification. Proposals must be submitted via email in Adobe PDF format (technical) and Microsoft Excel (.xlsx) (price).
