The Defense Finance and Accounting Service (DFAS) is seeking proposals for Industrial Hygiene Testing and Survey services at its facilities in Columbus, OH. This full and open competition opportunity, under NAICS 541620 ($19M size standard), aims to award a Firm Fixed-Price purchase order. The purpose is to conduct baseline industrial hygiene surveys to assess building conditions, personnel exposure to harmful pollutants, and provide recommendations for reduction or elimination. Quotations are due by May 12, 2026, at 10:00 AM EST.
Scope of Work
The contractor will perform visual inspections, Indoor Air Quality (IAQ) screening (Temperature, Relative Humidity, Carbon Dioxide, Carbon Monoxide, Airborne Particulate), microbial sampling, and airborne fiber sampling (Asbestos and Other Fibers) at DFAS Building 21 (121 samples) and Building 21A (11 samples). Additional testing includes lead dust and decibel testing. All sampling and analyses must adhere to USEPA, NIOSH, AIHA, and ACGIH criteria. Full facility coverage is required, with specific sampling for employee personal breathing areas. Building 21A has industrial maintenance operations utilizing hazardous chemicals.
Key Requirements
Services must be performed by a Certified Industrial Hygienist (CIH) or an Industrial Hygienist working under a CIH. Laboratory services must be AIHA-accredited. A Certificate of Independent Technical Review (CITR) is mandatory, verifying assumptions, methods, and results. Contractor personnel must be U.S. Citizens/Nationals and will require security clearances, including fingerprinting and background checks, and will be escorted at all times. A Work Plan and Quality Control Plan are also required.

Submission & Evaluation
Quotations must be emailed to Miranda Amir (miranda.j.amir.civ@mail.mil) with the RFQ number (HQ042326QE044) in the subject line. Email submissions have a 15MB limit. Required attachments include a Technical Approach (max 5 pages, 12pt font, 1-inch margins), Pricing (using Attachment 2), applicable clauses, and the mandatory CITR.
Award will be based on Lowest Price Technically Acceptable (LPTA). Technical capability will be evaluated on an Acceptable/Unacceptable basis. Offerors must have an active SAM.gov registration. A mandatory site visit was held on April 27, 2026; vendors who did not attend will not be evaluated. The government reserves the right to award without discussions.
