The Department of the Navy (NAVSEA) is conducting a Sources Sought to identify qualified vendors capable of providing Industry Standards Access. This requirement is for web-based access to a comprehensive collection of industry standards and Non-Government Standards (NGS) to support product development and sustainment for Navy products across various NAVSEA and Strategic Systems Program (SSP) locations. Responses are due April 21, 2026.
Scope of Work
NAVSEA requires a centralized, web-based platform providing access to electronic and paper copies of industry standards and NGS from primary Standards Development Organizations (SDOs) such as AIA, ASHRAE, ASTM, ASME, AWS, IEEE, NFPA, and SAE International, among others. The solution must include a minimum of 90% of the DoD Adopted ASSIST NGS Listing, access to Naval Instructions, DoD Directives, and US DoD Adopted Industry Standards. Key features include a Global Deposit Account for procuring non-subscribed NGS, help desk support, and annual training. Site license access will be required for NAVSEA Washington Navy Yard (WNY) Headquarters, various Supervisor of Shipbuilding (SUPSHIP) locations, remote users, and SSP locations. An option to add the THREAD NGS Requirements Management Tool is also noted.
