Purpose
NAVSEA requires a single point of access to a comprehensive portfolio of industry standards and NGS from various Standards Development Organizations (SDOs). This access is critical for supporting the development and sustainment of Navy products, which often reference these standards.
Scope of Work
The requirement is for a web-based, centralized search engine providing electronic and paper copies of standards. Key elements include:
- Access to primary SDOs such as AIA, ASHRAE, ASTM, ASME, AWS, IEEE, NFPA, SAE International, UL, US DoD Adopted, and Historical DoD Standards.
- Coverage of at least 90% of the DoD Adopted ASSIST NGS Listing, including both historical and most recent versions.
- Access to Naval Instructions/Directives, Active/Historical DoD Directives, US DoD Adopted Industry Standards, and Specs and Standards Complete.
- Provision of IES Support SVCS, US DoD Adopted/IPC, and Help Desk Support.
- A Global Deposit Account for procuring NGS not covered by the standard subscription.
- Annual Training for product tools (e.g., Engineering Workbench - EWB).
- An option to add THREAD (NGS Requirements Management Tool) for NAVSEA WNY HQ.
Deliverables & Locations
Deliverables are Firm-Fixed-Price (FFP) site license access for numerous NAVSEA and SSP locations, including:
- NAVSEA Washington Navy Yard Headquarters
- SUPSHIP locations (Bath, Groton, Gulf Coast, Newport News, Marinette, San Diego, Mobile, New Orleans)
- Remote NAVSEA HQ and SSP users
- SSP facilities (Bangor, Kings Bay, Cape Canaveral, Magna, Sunnyvale, Denver, Pittsfield, Mobile, Mitchel Field, Anaheim, Omaha, Bristol UK) SSP also requires an assigned Account Manager, Customer Support Manager, and the ability to fund user requests via a Deposit Account.
