Scope of Work
NAVSEA requires a single point of access to necessary NGS. The scope includes:
- Web-based access to a centralized search engine for electronic and paper copies of industry standards and NGS.
- Access to primary SDOs such as AIA, ASHRAE, ASTM, ASME, AWS, IEEE, NFPA, SAE International, UL, US DoD Adopted, Historical DoD Standards, Global Deposit Account, and License.
- Inclusion of a minimum of 90% of the DoD Adopted ASSIST NGS Listing (excluding some expensive standards).
- Access to Naval Instructions and Directives, Active and Historical DoD Directives, US DoD Adopted Industry Standards, and Specs and Standards Complete.
- IES Support SVCS, US DoD Adopted/IPC, and Help Desk Support.
- A Global Deposit Account for procuring NGS not covered by the standard subscription.
- Annual Training for product tool usage.
- An option to add THREAD (NGS Requirements Management Tool) with site license access for NAVSEA WNY HQ.

Place of Performance
The service will support NAVSEA Headquarters and various NAVSEA and SSP locations, including Washington Navy Yard, SUPSHIP locations (Bath, Groton, Pascagoula, Newport News, Marinette, San Diego, Mobile, New Orleans), remote NAVSEA HQ and SSP users, and SSP locations (SWFPAC, SWFLANT, NOTU, PMOSSP detachments.
Special Requirements
The contractor must provide an Account Manager and Customer Support Manager, have their own Government Account Manager, and possess a Deposit Account capability to fund user requests. The product tool must support web-based access.
