This document provides responses to questions submitted by potential bidders regarding the N6426726Q5006 solicitation.

• Standards: NAVSEA requires both historical and most recent versions of DoD Adopted Standards, not just the latest versions. The government repository may not maintain all older versions.
• Period of Performance (PoP): The historical PoP of 9/30/XX – 9/29/XX is intended to continue; no change is planned.
• Remote Users: The intent is to allow users with navy.mil email access. The number of remote users is expected to be a small increase from the current base.
• SUPSHIP Users: The number of users at SUPSHIP locations (Anacortus, WA; Brownsville, TX; Quonset, RI) is expected to remain the same as the existing contract. The contractor may be asked to provide current registration listings.
• Service Gap (SSP): For the Strategic Systems Program (SSP) contract, if there is a service gap between the current contract ending 6/21/2026 and the new contract start date (9/30/2026 or 10/1/2026), SSP is exploring options with the Library of Congress for a 3-month Task Order to cover the gap. Anaheim, CA, Omaha, NE, and Bristol/Abbywood, UK should be included.
• Deposit Accounts: NAVSEA and SSP plan to replenish Deposit Account funds as required throughout the contract period. Financial documents can be sent from SSP to NAVSEA Comptroller to apply funds.
• Contract Structure: NAVSEA intends to have a Base plus Option Years contract structure.
• Contracting Vehicles: All contracting vehicle options (GSA, FEDLINK IDIQ Direct Express) can be considered, with the final decision resting with the Contracting Officer.

These clarifications may affect bidder understanding of requirements, user counts, and contract structure. Bidders should incorporate this information into their proposals. Specific details regarding the SSP service gap and contracting vehicles are subject to further discussion and decision.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide Naval Sea Systems Command (NAVSEA) and Strategic Systems Program (SSP) with access to industry standards to support engineering requirements for product development and sustainment.

• Provide web-based access to a centralized search engine for obtaining electronic and paper copies of industry standards and Non-Government Standards (NGS).

• Access must include primary SDOs such as AIA, ASHRAE, ASTM, ASME, AWS, IEEE, NFPA, SAE International, UL, US DoD Adopted, Historical DoD Standards, and Global Deposit Account.

• Include a minimum of 90% of the DoD Adopted ASSIST NGS Listing, excluding some more expensive international or special SDO standards.

• Provide access to Naval Instructions and Directives, Active and Historical DoD Directives, US DoD Adopted Industry Standards, and Specs and Standards Complete.

• Include IES Support SVCS, US DoD Adopted/IPC, and Help Desk Support.

• A Global Deposit Account for procuring NGS not included in the standard subscription is required.

• Annual Training to support the use of product tools (e.g., Engineering Workbench - EWB) is required.

• Firm-Fixed-Price (FFP) deliverables for site license access to various NAVSEA and SSP locations, including headquarters, supervisor ship locations, detachment locations, and remote users.

• Specific locations include Washington Navy Yard, SUPSHIP sites (Bath, Groton, Gulf Coast, Newport News, Marinette, San Diego, Mobile, New Orleans), and SSP facilities (Bangor, Kings Bay, Cape Canaveral, Magna, Sunnyvale, Denver, Pittsfield, Mobile, Mitchel Field, Anaheim, Omaha, Bristol UK).

• A005 includes an additional product tool: THREAD (NGS Requirements Management Tool).

• SSP requires an assigned Account Manager and Customer Support Manager, and the ability to have their own Government Account Manager and fund user requests via a Deposit Account.

• Period of Performance: 30 September 2026 through 29 September 2031.

• Place of Performance: Supported by NAVSEA Headquarters.

• Product tool must support web-based access.

• Inspection and Acceptance: To Be Determined (TBD).

• Technical Point of Contact: TBD.

• Option to add THREAD (NGS Requirements Management Tool) with site license access for NAVSEA WNY HQ.

• Period of Performance: 01OCT2026 through 30SEPT2031.

• Place of Performance: Supported by NAVSEA Headquarters.

• The contractor shall provide an Account Manager and Customer Support Manager.
