Scope of Work

The contractor will be responsible for manufacturing inert warheads, providing all necessary materials, labor, and management. This includes strict compliance with specified parts lists and drawings (e.g., PL 13540611 Rev D, Drawing 13540612A). Key requirements encompass:

  • Configuration and Data Management: Preparing and delivering Engineering Change Proposals, Notices of Revision, Requests for Variance (RFV), a Data Management (DM) program, and a Data Accession List (DAL), all submitted electronically per the Contract Data Requirements List (CDRL).
  • Quality System: Establishing a Quality System meeting ISO 9001 or AS9100 standards, conducting a First Article Inspection (FAI) with 35 days' notice, and demonstrating welding certification per AWS D17.1/D17.1M:2017 Class C.
  • Production: Utilizing or establishing production lines, conducting a Production Line Validation (PLV) with 21 days' notice to the STORM Project Office, and delivering a Manufacturing Plan.
  • Environmental & Logistics: Complying with environmental laws, developing a Hazardous Materials Management Program (HMMP) Plan and Report, and adhering to specific packaging requirements including ISPM 15 for wood packaging and Special Packaging Instructions (SPI) per DI-PACK-80121(A010) and MIL-STD-2073-1.

Contract Details

  • Contract Type: Firm-Fixed Price (FFP)
  • Period of Performance: One base year and two option years (FY26-28).
  • Quantities: Minimum of 2,000 and maximum of 7,000 warheads per year.
