Scope of Work

The contractor will provide program and administrative support services, primarily for the Agency’s records management program. This includes identifying, classifying, prioritizing, storing, securing, archiving, preserving, retrieving, tracking, and disposing of Agency records. Support for the Freedom of Information Act (FOIA) program is also required. Additional services encompass generating data and reports, disseminating information (internal and external, including mail), receptionist/visitor assistance, ensuring conference room and equipment functionality, and providing administrative support for travel, facilities, and other programs within the Office of Administration.

Contract Details

  • Contract Type: Single Award Firm-Fixed-Price.
  • Period of Performance: A 12-month base period, followed by four (4) 12-month option periods.
  • Estimated Value: The incumbent contract's total value (Base + 4 Option Years) is $4.39 Million.
  • Place of Performance: Primarily at the USTDA Office located at 1101 Wilson Boulevard, Suite 1100, Arlington, VA 22209. Situational teleworking may be granted for certain positions with CO/COR approval.
  • Security Requirements: A Secret Facility Clearance is required for contract performance. All contractor personnel must possess and maintain a SECRET security clearance issued by DCSA. Interim clearances may be allowed at the Contracting Officer's discretion. No classified storage is required at the contractor's facility, and no classified information will be discussed, generated, or stored there.

Submission & Evaluation

  • Proposal Due Date: Friday, June 5, 2026, at 1:00 PM Arlington, VA Time/EST.
  • Submission Method: Electronically to Contractproposals@ustda.gov. Offerors must submit the NISS Facility Clearance Report as a FIPS-compliant, password-protected attachment to Volume I, with the password transmitted separately to the Contracting Officer.
  • Proposal Format: Two volumes: Volume I (Technical and Past Performance) and Volume II (Price and Contract Documentation). Specific formatting requirements, including the allowance of 8-point font for headers, footers, tables, and graphics, are detailed in the solicitation.
  • Evaluation Factors: Technical Approach (Staffing and Management, Implementation), Past Performance, and Price. Technical Approach and Past Performance are of equal importance and, combined, are significantly more important than Price. The Government will use Best Value Source Selection Procedures.
  • Past Performance: All relevant past performance records (Federal, State, Local, Commercial) will be evaluated equally. CPARS can be submitted in lieu of a Past Performance Survey.
  • Personnel: Resumes are required for ALL proposed individuals, not just Key Personnel. The Project Manager is the only designated Key Personnel.

Key Clarifications

  • The "Liquidated Damages – Subcontracting Plan" clause (FAR 52.219-16) has been removed.
  • Offerors must be registered and have an active status in SAM.gov.
  • Bidders must review the updated wage rates and fringe benefits in Wage Determination No. 2015-4281, Revision No. 36, to accurately calculate labor costs and ensure compliance with Executive Orders 13706 and 13658.
