• X-ray Source Energy: While 160keV is the current operational standard for greater steel penetration, 140 kV is still acceptable. The specification can be updated to 160 kV upon availability.
• Battery Architecture: Hot-swappable battery architecture is acceptable.
• Transmission Arm vs. Panel: Either the arm or panel configuration is acceptable, provided it meets mission requirements.
• Field of View (FOV): A minimum FOV of 80 degrees or greater is required for backscatter imaging.

• AI-Assisted Capabilities: AI-assisted image detection and analysis tools are not within the scope of the project, but should be included in technical specifications even if not mandatory.
• Image Resolution Standard: The minimum image resolution standard for backscatter imaging is 800 pixels per frame.
• Radiological Detection: This capability is not specified in the scope of the project.
• Technology Upgrade: The equipment must be upgraded to meet current market technology standards, as previous equipment has fallen behind due to innovation and AI application.

These clarifications confirm or adjust specific technical requirements, including minimum performance standards for imaging systems, material detection, and acceptable configurations. Offerors should ensure their proposals address these clarified specifications. AI-assisted features are noted as not mandatory but recommended for inclusion in technical specifications.

Statement of Work (SOW)

To procure portable handheld X-ray imagers and related training to enhance the Colombian Army's capabilities in land-based interdiction operations, specifically for detecting narcotics and weapons in vehicles and containers.

• Equipment: Two (2) handheld X-ray imagers with specific technical requirements including an Infinity detector, 7" FHD display, Android 9, WIFI, Bluetooth, 140 keV 10W X-ray Tube, and a 2-year warranty. The order also includes associated accessories like rechargeable batteries, chargers, power cords, USB cables, carrying cases, user manuals, and shoulder straps.

• Modular Transmission Panel: One (1) MTP+1417i, 14x17 Modular Transmission Panel with weatherproof carrying case, batteries, charger, and mounting accessories.

• Training: Sixteen (16) hours of training for forty (40) students on the operation of the handheld X-ray imagers. Training must be conducted in Spanish by OEM certified instructors, include all necessary materials, and be completed within twenty (20) calendar days after equipment arrival. The training will cover topics such as X-ray technology, equipment use, maintenance, safety, and information administration.

• Equipment must meet all specified technical requirements.

• Training must be completed within 20 calendar days of equipment arrival.

• Warranty service response time: within two hours via phone/email, with repairs completed within 48 hours.

• Equipment must have a minimum 12-month warranty from the date of delivery.

• Delivery: Within 30 Days After Receipt of Order (ARO).

• Training Location: Colombian Army installation (likely Tolemaida/Larandia).

• Warranty Support: Available in Bogotá, Colombia.

• Customs and Taxes: The U.S. Government is exempt from VAT/IVA and other taxes; the contractor must provide goods and services tax-exempt.

• Delivery: Full shipment consolidation required. Any lost or damaged items during shipment must be replaced by the contractor. Delivery to specified addresses for local and US vendors.

• Evaluation: Award will be made to the lowest priced, technically acceptable, responsible quoter. Bidders must demonstrate experience in at least three (3) similar contracts valued over USD $50,000 each.

• Payment: Full payment will be made upon satisfactory inspection and acceptance of all items upon arrival at the delivery address. Partial deliveries are not accepted.
