Statement of Work (SOW)

To procure handheld X-ray imagers and associated training to enhance land-based interdiction operations for the Colombian Army (CONAT), specifically for DAVAA road interdiction and BRCNA lab interdiction and security capabilities.

• Item 1: Two (2) handheld X-ray imagers with specific technical requirements including a 7" FHD display, Android 9, Wi-Fi, Bluetooth, 160 keV 10W X-ray Tube, minimum 12mm steel penetration, and a scan coverage of at least 300 mm at 125 mm. Includes batteries, charger, power cord, USB cable, carrying case, user manual, and shoulder strap.

• Item 2: Modular transmission panels and/or arms compatible with the device, meeting specified minimums, including a weather-resistant carrying case, batteries, charger, and mounting accessories.

• Item 3: Sixteen (16) hours of training for twenty (40) students on the operation of the handheld X-ray imagers. Training to be conducted in Spanish by OEM certified instructors, including classroom and hands-on practical sessions. Contractor must provide proof of certification and course syllabus for approval. Training to be completed within 20 calendar days after equipment arrival.

• Item 4: Shipping charges to the designated delivery addresses.

• Equipment must meet all specified technical requirements.

• Training must be delivered by OEM certified instructors in Spanish.

• Contractor must provide certificates of attendance for training.

• Warranty: Minimum 12-month warranty from date of delivery, with locally supported general warranty. Response to technical requests within two hours, and repair within 48 hours.

• Tax Exemption: The U.S. Government will not reimburse VAT or IVA. All goods and services must be provided with tax exemption.

• Warranty: All parts, accessories, service, and repairs must be available in Bogotá, Colombia within a reasonable period.

• Team Replacement: Any replacement of team members requires prior notification and approval from the U.S. Embassy and the National Police, including submission of resumes.

• Evaluation: Award will be made to the lowest priced, technically acceptable, responsible quoter. Bidders must prove experience in at least three (3) similar contracts valued over USD$50,000 each.
