Solicitation / RFP / RFQ

This solicitation seeks to establish an indefinite delivery, indefinite quantity (IDIQ) contract for annual maintenance and servicing of portable hand-held fire extinguishers aboard Marine Corps Air Station Cherry Point, North Carolina. The contract will cover all parts, tools, equipment, supplies, labor, and transportation necessary for inspection, maintenance, recharging, testing, and disposal of fire extinguishers, in accordance with National Fire Protection Association (NFPA) Standard 10 and applicable federal, state, and local laws and regulations.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for a contract to provide maintenance and servicing of portable hand-held fire extinguishers aboard Marine Corps Air Station Cherry Point, NC. The services include inspection, maintenance, recharging, testing, and disposal of these extinguishers.

• Perform all services in accordance with National Fire Protection Association (NFPA) Standard 10, and applicable federal, state, and local laws and regulations.

• Services include inspection, maintenance, recharging, testing, and disposal of all portable hand-held fire extinguishers located aboard MCAS Cherry Point, including those on government vehicles (but not on fixed-wing or rotary-type aircraft).

• All services must be performed by a licensed technician certified in accordance with relevant laws and regulations.

• New fire extinguishers and permanent replacements are not covered under this contract.

• All repair parts must be new, unused, and provided at no extra cost to the government.

• Annual Maintenance: Inspect and service extinguishers annually per NFPA 10 standards. Ensure extinguishers are fully charged, operable, and free from defects. Replace unserviceable extinguishers. Attach an annual maintenance tag with specific required information.

• Six-Year Maintenance: Perform six-year maintenance on stored-pressure type extinguishers, including emptying, internal/external inspection, recharging, and affixing a six-year maintenance label.

• Recharging: Empty, dismantle, inspect, clean, replace defective parts, refill with the correct agent, reassemble, pressurize, and leak test extinguishers.

• Hydrostatic Testing: Conduct hydrostatic testing of stored-pressure fire extinguishers according to NFPA 10 and DOT intervals and procedures. Stamp passed cylinders.

• Corrective Maintenance: Restore fire extinguishers to full operating capability due to damage, weather effects, or operational reasons. Use OEM-specified parts.

• Removal/Disposal: Notify the Technical Point of Contact (TPOC) before condemning, disposing of, or recycling extinguishers and their contents in accordance with regulations. Dispose of replaced parts properly.

• Temporary Replacement: Provide temporary replacement fire extinguishers of suitable rating when extinguishers are removed for maintenance or recharge.

• Reporting: Notify TPOC immediately if an extinguisher is missing, not in its designated location, or appears discharged.

• Services must comply with NFPA 10, federal, state, and local laws.

• All work must be performed by certified technicians.

• Contractor employees must obtain required passes and adhere to security requirements.

• Quality Assurance will be monitored by the MCAS Cherry Point Fire Prevention Department.

• Services are to be performed aboard Marine Corps Air Station Cherry Point, NC.

• Operating hours are Monday through Friday, 0700-1600, excluding recognized federal holidays or base closures.

• Contractor must provide all necessary tools and equipment.

• Contractor must obtain all required appointments, licenses, and permits.

• Contractor must provide a contract manager and alternate.

• Contractor must provide a written service report upon completion of each Task Order.

• Contractor employees must wear government-issued badges.
