Scope of Work
The required ILS must be a cloud-based solution with a Discovery Service, offering flexibility and interoperability. Key functionalities include:
- Collection Management: Cataloging (supporting multiple metadata types like MARC21, BIBFRAME), authority records, and reporting.
- Circulation: Patron management, holds, automated notices, and integration with RFID equipment and CAC Authentication.
- Acquisitions Management: Electronic Resource Management (ERM) tools, fund management with real-time balances.
- Discovery & Patron Experience: Integrated discovery layer, customizable UI, APIs/Web Services, direct linking to full-text, and searchable electronic journals.
- Analytics: Comprehensive analytics for fulfillment, acquisitions, resource usage (SUSHI, COUNTER integration).
- Secure Cloud Hosting: Private cloud or SaaS environment meeting FedRAMP Authorization.
- Resource Sharing/Interlibrary Loan: Fully integrated process.
- Implementation & Migration: Vendor responsible for migrating approximately 170,000 bibliographic records (including 20,500 eBooks and 4,500 unique e-journals), with implementation to begin within 12 months of award.
- Support: Provision of training materials and accessible system documentation. The system should support approximately 3,000 Full Time Equivalent (FTE) end-users and 10 Library staff log-in access.
Contract Details

- Period of Performance: A five-year service subscription from the award date.
