Evaluation Criteria
Award will be based on a Best Value/Trade-Off methodology, selecting the highest technically acceptable proposal with the lowest evaluated cost. Criteria are listed in descending order of importance:
- Technical Approach: Detailed methodology for performing the SOW, including integration with enterprise data warehouses, document management, and records management systems.
- Experience Performing Similar Work: Relevance and quality of past performance, particularly with DOE or federal agencies (requires three client references from the last two years).
- Qualifications of Personnel: Experience with relevant control frameworks (NIST, ISO, COSO), FedRAMP, federal security, SaaS platforms, and commercial products (e.g., OpenText, IBM FileNet, Microsoft Purview).
- Timely Response: Realistic project timeline with defined milestones and methods for meeting deadlines.
- Sample Report Template: Quality and clarity of a submitted sample report.
- Proposal Risk: Evaluated for understanding of scope, risk of successful performance, and commitment. A risk matrix and mitigation plan are required.
- Price Proposal: Assessed for reasonableness, completeness, and clarity. A firm fixed price proposal with a breakdown of prices per task (including labor rates and hours) is required.
