Scope of Work
The contractor will design, develop, and instruct a comprehensive "Patrol Officer's Response to Street Drugs" course. This includes providing all necessary personnel, equipment, materials, supervision, and quality control. The course aims to equip up to 40 law enforcement officers and military personnel with the ability to recognize drug use and impairment, understand drug effects, and apply safe, lawful responses to drug-related encounters. Key topics include Drug Recognition, Pharmacology of Drugs, Clandestine Lab Safety, Drug Endangered Children Program, Drug Cultures, Expert Testimony, Legal Issues, and Officer Safety. The course must be a minimum of 36 hours over 4 class days, incorporate practical exercises, and achieve at least 75% average on student evaluations. The contractor is responsible for all associated expenses, including travel, lodging, meals, and printing student manuals.
Contract & Timeline
This is a Firm-Fixed Price (FFP) contract with a Base Period of 12 months for six course iterations, followed by four 12-month Option Periods, each allowing for up to twelve course iterations. The previous contract for these services was W912LP-21-C-00014.

- Place of Performance: Services will be conducted within the MCTC service area (54 states and territories), with approximately one-third of courses at the MCTC main campus in Johnston, IA, and the remainder at other locations.
Evaluation & Submission
Award will be made to the responsible offeror whose proposal is most advantageous to the Government. Technical Capability and Past Performance combined are significantly more important than price. Discussions are not anticipated. Key Evaluation Factors:
- Technical Capability: Assesses the proposed approach, understanding of requirements, and risk. Requires prior experience in designing/delivering similar law enforcement training.
- Instructor Qualifications: Instructors must have a minimum of 15 years total law enforcement experience (including 5 years as a civilian Narcotics Officer), 5 years teaching similar courses, and be U.S. Citizens.
- Past Performance: Evaluates risk based on recent (last 3 years), relevant contract performance (3-5 references required).
- Price: Evaluated for reasonableness, completeness, and balance.
