Scope of Work
The contractor will be responsible for providing all personnel, equipment, materials, supervision, and quality control necessary for course delivery. The course targets up to 40 law enforcement officers and military personnel involved in counternarcotic missions, lasting a minimum of 36 hours over four class days. Key topics include Drug Recognition, Pharmacology of Drugs, Clandestine Lab Safety, Drug Endangered Children Program, Drug Cultures, Expert Testimony, Legal Issues, and Officer Safety. Deliverables include student manuals, with optional CD/thumb drives. The contractor must cover all expenses, including travel, lodging, meals, printing, and materials. Performance standards require a 75% average on student evaluations, 100% topic coverage, and administration of all pre/post-tests with practical exercises.
Contract Details
This will be a Firm-Fixed Price (FFP) contract. The period of performance includes a 12-month base period with six course iterations, followed by four 12-month option periods, each with up to twelve course iterations. Performance will occur within the MCTC service area (54 states and territories), with approximately one-third of courses held at the MCTC main campus in Johnston, Iowa, and the remainder at other locations. Services are typically provided Monday-Friday, 0700-1700. No telework is permitted for contractor personnel, except under specific COOP conditions.
Eligibility & Submission
This is a Total Small Business Set-Aside under NAICS Code 611699 ($16.5 Million size standard). Offerors must have prior experience in designing, developing, and delivering similar law enforcement training courses. Instructors must be U.S. Citizens with a minimum of 15 years of total law enforcement experience (including 5 years as a civilian Narcotics Officer) and 5 years of experience teaching similar courses. Proposals must include a current NIST SP 800-171 DoD Assessment acknowledgment. Submissions are required via trackable shipping to USPFO P&C in Johnston, IA, including electronic copies on CD/DVD and one hard copy. Offerors must submit 3-5 past performance references from the last three years, with Past Performance Questionnaires (PPQs) to be completed by references and submitted directly to the government.
Evaluation Criteria
Award will be made to the responsible contractor whose proposal is most advantageous to the Government. Evaluation factors include Technical Capability, Past Performance, and Price. Technical Capability and Past Performance combined are significantly more important than price. Technical evaluation will assess the proposed approach, understanding of requirements, offeror qualifications, and instructor qualifications. Past performance will evaluate the risk of unsuccessful performance. Price will be assessed for reasonableness, completeness, and balance. Discussions are not anticipated.
