This solicitation is for construction services to replace the roof at the Internal Revenue Service (IRS) Martinsburg Electronic Computing Center (ECC) in Kearneysville, WV. The IRS ECC facility was built around 1997, with a mechanical addition in 2011, and is a mission-critical facility with a Level 5 security rating. The project involves the complete removal and replacement of all roof areas, including coping, flashing, and lighting protection systems. Additional scope includes installing new ladders and a complete perimeter fall protection system.

• Replacement of approximately 190,000 SF of roofing, including existing PMR, coping, flashing, expansion joints, and other roofing accessories.

• Replacement of lightning protection systems.

• Replacement of existing rooftop unit structural cross bracing.

• Replacement of existing EPDM awning roofs.

• Installation of new fixed exterior access ladders.

• The contract includes three (3) Options: 1) newest roof (Mechanical Addition), 2) install fixed exterior access ladders, and 3) install new fall protection system. GSA intends to exercise these options at the time of award and combine them into the base bid.

• An add alternate for cold-fluid spray-applied waterproofing material is included.

• Miscellaneous concrete deck repairs will be priced as an Allowance.

• Pricing will be based on SF 1442 and a Pricing Sheet to be issued for Phase 2- Price Proposal.

• Offerors are presumed to have investigated site conditions.
