Project Scope
The project involves the complete removal and replacement of approximately 190,000 SF of roofing across the mission-critical IRS ECC facility. The scope also covers replacing coping, flashing, expansion joints, lightning protection systems, and rooftop unit structural cross bracing. Additionally, new fixed exterior access ladders and a complete perimeter fall protection system will be installed. Three options (MEP addition reroofing, access ladders, fall protection) are expected to be combined into the base bid. An add alternate for cold-fluid spray-applied waterproofing material is included, and concrete deck repairs will be priced as an allowance.
Contract Details & Timeline
This is a Firm-Fixed-Price contract with a 12-month period of performance from Notice to Proceed (NTP) to Substantial Completion, followed by 60 days for final completion. Liquidated damages are set at $2,445 per day for failure to achieve Substantial Completion. All personnel require HSPD-12 Tier 1 clearances. On-site personnel requirements include a Superintendent, Project Manager, Quality Control Manager, and Site Safety Health Officer, with at least two of these three on-site during work.
Procurement Process & Evaluation
This is a two-phase selection process under FAR Part 15. Phase 1 focuses on technical evaluation, leading to an advisory short-list. Phase 2 involves price proposals, interviews, and a best-value trade-off analysis. Non-price factors are significantly more important than price. Phase 1 evaluation factors are:
- Factor 1: Prior Experience on Relevant Projects (40%) – requiring a minimum of three relevant projects (e.g., $10M+ value, 100,000 SF+ re-roofing in secure facility) within the last 10 years.
