Amendment / Modification

• Amendment 001 corrects the schedule of items. The original schedule was one line per year; it is now revised to two lines per year.

• The revised schedule splits cleaning services into 7 months of 1 day per week cleaning and 5 months of 2 days per week cleaning, aligning with the statement of work.

• The schedule of items has been modified.

• All other terms and conditions remain unchanged.

• Bidders are instructed to return a signed copy of this amendment with their offer.

Statement of Work (SOW) / Performance Work Statement (PWS)

To secure janitorial services for the Island Park Ranger District Office in Island Park, Idaho, ensuring a clean, healthful, and well-kept appearance of all designated areas.

• Primarily consists of cleaning floors, vacuuming carpets, removing trash, and cleaning restrooms.

• Covers two bathrooms, three entry ways, and 15 rooms (approximately 4500 square feet).

• Services include sweeping, dust mopping, wet mopping, dry buffing, and spray buffing of all non-carpeted floors.

• Vacuuming of carpets and floor mats (interior and exterior).

• Trash removal from all containers, with disposal at the landfill.

• Cleaning and disinfecting of restrooms, including sinks, toilets, urinals, counters, and fixtures.

• Descaling of restroom fixtures monthly or as needed.

• Cleaning of drinking fountains and conference room tables/countertops.

• Monthly services include dusting of open surfaces and cleaning interior windows of the public foyer and entry doors.

• Biennial services include stripping, scrubbing, sealing, and waxing of floors, and cleaning of all interior and exterior windows.

• Floors to be free of dirt, debris, dust, scuff marks, heel marks, stains, and discoloration.

• Trash receptacles to be empty, clean, and have untorn liners.

• Restrooms to be free of deposits, dirt, streaks, and odors.

• Surfaces to be free of streaks, stains, scale, scum, deposits, and rust stains.

• Windows to be free of film, dirt, smudges, and water.

• Performance thresholds are outlined, with COR inspections and potential deductions for non-compliance.

• Location: Forest Service administrative site office at the Island Park Ranger Station, 3726 North Highway 20, Island Park, Idaho 83429.

• Work Schedule: Twice per week from May through September, and once per week from October through April. Specific schedule to be established with COR.

• Work to be performed after regular office hours (Monday-Friday, 7:00 a.m. to 5:30 p.m.), excluding federal holidays.

• Government-furnished property (e.g., vacuum cleaner, mops, cleaning solutions) will be provided.

• Contractor is responsible for providing all other necessary labor, supervision, equipment, and supplies.

• Contractor personnel must be responsible adults (18+ years), and background checks are required for unsupervised employees.

• Contractor must provide adequate supervision and prevent employees from disturbing government property or using government services.

• Security measures must be in place to prevent illegal entry and theft.

• Doors and windows must be secured, and lights turned off upon completion of duties.

• Work must comply with OSHA requirements.

• Contractor must notify COR of any maintenance problems immediately.

• Key personnel substitutions require written notification to COR.

• Quality control is the contractor's responsibility.

• Payments are made monthly in arrears, subject to deductions for non-compliant work.

• A pre-work conference will be held with the CO.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial items, issued as a Request for Quotation (RFQ) for Janitorial Services for the Island Park Ranger District Office. The acquisition is set-aside for small business concerns.

• Provide janitorial services for the Island Park Ranger District Office in Island Park, Idaho.

• Services include labor, supervision, equipment, and supplies (except government-furnished items).
