ISW Collection, Disposal and Recycling Service for CFAO, Japan

Scope of Work

The contractor will provide all necessary labor, supervision, management, tools, materials, equipment, facilities, transportation, and incidental engineering for comprehensive refuse collection, disposal, and recycling services. This includes Used Cooking Oil (UCO) collection for ships, as specified in the revised Performance Work Statement (PWS). Services are performance-based and cover locations such as Kadena Air Base (CFAO only), Camp Shields, White Beach, Tengan Pier, Awase Transmitter Site, Naha Military Port, and Camp Lester. The government reserves the right to acquire additional services at other locations within the contract scope.

Contract Details

• Contract Type: Firm Fixed Price (FFP), Single Award, Indefinite Delivery/Indefinite Quantity (IDIQ)
• Period of Performance: A base ordering period from April 1, 2026, through March 31, 2027, followed by four 1-year option periods.
• Estimated Value: A minimum guarantee of JPY 100,000,000 is intended to be obligated at award. The total estimated value across the base and four option periods is $10,000,000.
• Set-Aside: Full and Open Competition (no socio-economic set-asides).
• Place of Performance: Various U.S. Navy facilities in Okinawa, Japan.

Key Requirements & Clarifications

• Cybersecurity: Cybersecurity Maturity Model Certification (CMMC) Level 2 (Self) is required prior to award.
• PWS Revisions: The PWS (Attachment (1) CFAO ISWM PWS_combined3Oct2025rev.1) has been revised to include UCO collection for ships.
• Pricing: Use the revised Attachment (2) CFAO ISWM ELINS_N4008426Q3000_rev1.xlsx for price quotations. Non-recurring work items may require negotiation.
• Q&A: Government responses to pre-proposal inquiries clarify procedures for bulky items, waste overflow, salvageable items, recyclable waste segregation, and container delivery/pickup.
• Compliance: Offerors must be registered in SAM.gov, authorized to operate in Japan, and comply with all applicable Japanese, prefectural, and local laws, as well as Navy/DoD policies.
• Taxation: A 2% Federal excise tax withholding applies to foreign persons; IRS Form W-14 is required for exemptions.

• Quotation Currency: Japanese Yen only.
• Evaluation: Award will be made based on the lowest total evaluated price quote with a record of satisfactory past performance, representing the best value.
• Required Forms: Submit a Past Performance Questionnaire (Attachment (3)_PPQ.docx) and complete Representations and Certifications (Attachment (6) Representations and Certifications.docx).
