- Communications and Messaging platforms support
- Collaboration Systems and Platforms support
- Systems Monitoring and Management
- Endpoint Devices Management
- Datacenter Operations and Infrastructure Management
- Cloud Operations and Management
- Operational Support (e.g., Service Desk, technical writing)
- Independent Verification and Validation (IV&V) Services
- IT-related Customer Education & Training
- Software quality assurance and testing services
Initial task orders include Data Network Support (IP data network installation, configuration, maintenance, management) and Operational Support (for ITSO Directorate, covering Linux, database, messaging, networking, monitoring, endpoint, and datacenter infrastructure projects).
Contract Details
- Contract Type: Multiple Award Indefinite Delivery/Indefinite Quantity (IDIQ). Individual orders may be Firm Fixed Price (FFP), Labor Hour, or Time and Materials (T&M).
- Maximum Aggregate Value: $150,000,000 for all IDIQ contracts.
- Period of Performance (IDIQ): Base period from May 1, 2026, to April 30, 2031.
- Period of Performance (Initial Task Orders): Transition services for both initial task orders begin August 2026, followed by a base year (September 2026 - July 2027) and four option years extending through July 2031.
- Place of Performance: Primarily at various Library of Congress facilities in the Washington D.C. Metropolitan area, with potential for remote work and travel.
- Set-Aside: None. The Library of Congress, as a legislative branch agency, does not have the authority to implement small business set-asides.
Submission & Evaluation
Proposals will be evaluated through a two-phase, Best Value Trade-Off process.
- Phase One: Evaluated strictly on Corporate Experience.
- Phase Two: Evaluated on Technical Approach, Past Performance, and Price. Offerors must respond sequentially to Section C paragraphs, including separate responses for the IDIQ Technical Approach (C.3.1) and Initial Order Technical Approach (C.3.2). Volume V (Initial Order Technical Proposal) has an updated page limit of 35 pages for both initial task orders. Resumes are not required for key personnel in Phase II submissions.
