Pre-Solicitation Notice

This notice is for informational and planning purposes only and is not a Request for Proposal (RFP). It serves to gather information for future procurement strategy. The government may use submitted information for planning. No feedback will be provided on submissions.

The Bureau of Reclamation requires the removal of the existing Rio Chama Trail Staircase and replacement with new, low-maintenance steel staircase and hand railing panels. A Cableway Bridge was also closed and has since been replaced.

• Removal of existing staircase.

• Installation of a new steel staircase and hand railing.

• Anticipated Period of Performance: May 12, 2026, through July 31, 2026.

• Anticipated Contract Type: Firm Fixed Price construction contract.

Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the work required for the San Juan-Chama Project, specifically the Rio Chama Trail Staircase replacement and associated demolition activities in Rio Arriba County, New Mexico.

• Demolition: Removal and offsite disposal of the existing Rio Chama Trail staircase, railing, and cableway bridge. Care must be taken not to damage existing concrete foundations during demolition.

• Fabrication: Fabrication of a new staircase and handrailing.

• Installation: Installation of the new staircase, handrailing, and a new kiosk. The kiosk location will be determined in the field.

• Government Furnished Products (GFP): Contractors will pick up specified metalwork and hardware from the Chama Field Office for use in fabrication and installation.

• Site Coordination: Coordination with New Mexico Park Service and Reclamation’s Chama Field Office is required for access, water, and facilities.

• Adherence to safety and health standards (Reclamation Safety and Health Standards - RSHS).

• Proper disposal of removed materials according to local requirements.

• Site restoration to pre-construction conditions.

• Compliance with environmental controls, including dust abatement and water pollution control.

• Location: Heron trailhead, Rio Chama Trail, Rio Arriba County, New Mexico.
