This is a presolicitation notice for an "Elevator Modernization Initiative" by the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC). The VA anticipates soliciting bids and awarding multiple firm-fixed-price service contracts for nationwide elevator modernization projects at VA Health Care facilities.

• Furnish all services, labor, materials, equipment, tools, transportation, and supervision for complete turnkey elevator modernization.

• Modernization includes hydraulic elevators, traction elevators, and related systems.

• Deliver fully functional, code-compliant, and non-proprietary elevator systems.

• Tasks will vary based on the modernization needs at each individual VA medical center.

• Work to be performed in accordance with the Scope of Work and Specifications and any attachments.

• The solicitation will contain approximately 101 Contract Line Items (CLINs).

• The period of performance is different for each CLIN and will begin at the Notice of Award.

• Further details on CLIN locations and periods of performance are in an attached document.

• The solicitation will be issued as an Invitation for Bids (IFB) under FAR part 14.211 Two-Step Sealed Bidding.

• Evaluation will be conducted according to procedures in the solicitation.

• The solicitation will be publicly posted to SAM.gov.

• Instructions for submitting Step One Technical Proposals and Step Two Bid Submission will be provided.

• Detailed bid information will be emailed to contractors who submit acceptable technical proposals in Step One.

• The solicitation will be issued in late April to early May 2026.

• Partial Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside; Partial Unrestricted.

• The first 13 CLINs (0001-0013) are set-aside for SDVOSB concerns. Offers from non-SDVOSB concerns for these CLINs will not be considered.

• The remaining CLINs (0014-0101) are unrestricted.

• Applicable NAICS code is 238290 with a size standard of $22.0 million.

• This notice is not a request for competitive offers.

• All questions must be submitted in writing via email to leslie.prather@va.gov and scott.elias@va.gov. Telephone calls will not be accepted.

• Only the names of firms submitting acceptable Step One proposals will be listed on SAM.gov for subcontractor information.
