Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for a contract to provide maintenance and service for laundry equipment located at the Central Arkansas Veterans Healthcare System (CAVHS), building 159.

• Furnish OEM trained and certified personnel, transportation, labor, supervision, tools, materials, equipment, lodging, travel, and meals.

• Perform preventive maintenance (PM), OEM testing, routine inspections, and unscheduled maintenance on all CAVHS laundry equipment in building 159.

• Include calibration, adjustment, and replacement of worn or defective parts, and troubleshooting to ensure continual operation.

• Provide emergency call-back services for weekends and holidays as deemed necessary by the Contracting Officer's Representative (COR).

• Offer a Managed Maintenance Program covering all technical services, routine maintenance, and repairs on Government-Owned Laundry Equipment in the processing and mechanical rooms.

• Technicians must be OEM trained and certified for specific equipment brands.

• Contractor must provide OEM documentation/evidence of technician qualifications.

• Onsite technicians must demonstrate verifiable proficiency in laundry equipment repairs, including mechanical, electrical, plumbing, pneumatic, and software troubleshooting.

• Startup and shutdown experience for laundry equipment is required.

• Contractor must maintain a staff capable of supporting all identified equipment.

• All parts used must be OEM to ensure the best possible condition of the equipment.

• Contractor must implement a Quality Control Program.

• Performance will be evaluated based on a Quality Assurance Surveillance Plan (QASP) with metrics for task execution and personnel qualifications.

• Location: Central Arkansas Veterans Healthcare System (CAVHS), 2200 Fort Roots Drive, North Little Rock, Arkansas 72114.

• Period of Performance: Base Year (September 1, 2026 - August 31, 2027) with four option years.

• Technicians must have at least 3 years of experience in preventative maintenance of laundry equipment in VA Medical Center facilities.

• Contractor must provide proof of "Certificate of Insurance" with the technical quote.

• Contractor must provide proof of yearly calibration for all gauging and measurement equipment.

• Specific requirements for the Cera-Pure System Wastewater Recycling System, including remote monitoring, inspection, calibration, lubrication, emergent repairs, chemical cleaning, log generation, and reporting.

• Normal work hours are 7:30 AM to 4:00 PM, Monday through Friday, excluding federal holidays. Emergency calls outside normal hours require COR pre-approval.

• Overtime rates are authorized for after-hour work, weekends, and holidays, with COR or CO pre-approval.

• Contractor shall develop and maintain a Computerized Maintenance Management Software (CMMS).

• Contractor shall provide weekly and monthly reports on maintenance activities.

• Contractor employees must have specific safety training (OSHA, NFPA 70E).

• Lock out Tag out program is required.

• Contractor employees must wear CAVHS-issued identification badges.

• Invoices must be submitted monthly in arrears and electronically.

• Contractor shall not use Government tools, materials, or labor.

• Contractor is responsible for debris removal and cleanliness of the work area.

• Contractor shall not replace or purchase new equipment under this contract.

• Contract does not cover plumbing or electrical issues considered part of the building.

• Replacement cost/installation of pads for two ironers is excluded and will be handled by the laundry plant manager.
