Eligibility & Submission
This is a 100% SDVOSB set-aside. Offerors must be registered and CVE verified in SBA VetCert and have an active SAM registration. Proposals, including the entire solicitation and any amendments, must be submitted electronically as one (1) copy via email to Robert.glenn2@va.gov. The technical proposal is limited to 50 pages, and the price proposal to 25 pages. EMR Certification documents (Attachment 7) and Attachments 4 & 5 count towards page limits. A bid bond (20% of bid price, not to exceed $3 Million) is required, with performance and payment bonds required for awards over $35,000 and $150,000 respectively.
Evaluation Criteria
Award will be made using a Lowest Price Technically Acceptable (LPTA) source selection process. Evaluation factors include:
- Hospital/Healthcare Construction Management: Relevant experience (two completed projects in underground site utility work within the past five years, each valued at $10M+), and Key Personnel.
