Offerors must be listed and viewable in the SBA DSBS Registry at the time of offer and award, and maintain an active SAM registration. Joint Ventures must also provide proof of SBA DSBS/SDVOSB certification. Proposals will be evaluated using a Lowest Price Technically Acceptable (LPTA) methodology, with key evaluation factors including Relevant Construction Experience, Key Personnel Experience, and Past Performance. Required submission documents include a completed SF1442, acknowledgment of amendments, price/cost schedule (using Attachment 9 and Attachment 8), representations and certifications, calculation of contractor self-performed work (Attachment 6), EMR certification (Attachment 7), and a TAX ID UEI document (Attachment 10).
