Key requirements include a one-year warranty on all work and materials, potential night/weekend work to minimize disruption, and restrictions on steam shutdowns during cold weather. Contract Details

This is a Firm Fixed-Price contract with an estimated construction magnitude between $10,000,000 and $20,000,000. The Period of Performance is 564 calendar days after the Notice to Proceed.

Submission & Evaluation

Proposals must be submitted electronically via email to Jen Jamieson (jen.jamieson@va.gov) and Jeannette L. Morphew (jeannette.morphew@va.gov) by May 18, 2026, at 1:00 PM CDT. Required submissions include a completed SF1442, acknowledgment of amendments, price/cost schedule, representations and certifications, calculation of contractor self-performed work, EMR certification, general conditions breakout, price breakout schedule, and a TAX ID UEI document. A bid bond (SF24) is mandatory.

Evaluation will follow a Lowest Price Technically Acceptable (LPTA) approach, with technical proposals (covering Relevant Construction Experience, Key Personnel Experience, and Past Performance) evaluated first. A mandatory site visit is scheduled for April 23, 2026, at 9:00 AM CT at Building 16 (Boiler Plant). Requests for Information (RFIs) are due by April 28, 2026, at 1:00 PM CT. Assessors for the Past Performance Questionnaire (Attachment 11) are instructed to submit directly by March 31, 2026, 1:00 PM CT.

Eligibility & Set-Aside

This acquisition is 100% set-aside for Service-Disabled Veteran Owned Small Business (SDVOSB) concerns. Offerors must be listed and viewable in the SBA DSBS Registry at the time of offer and award, maintain active SAM registration, and, if a Joint Venture, submit proof of SBA DSBS/SDVOSB certification. The awarded contractor must also submit evidence of enrollment with VETS4212.
